- NOTICE OF INTENT TO AWARD SOLE SOURCE TO LOCKHEAD MARTIN INC. FOR ENTERPRISE SERVER SERVICES MAINFRAME OUTSOURCING SERVICES. The General Services Administration (GSA), Office of the Chief Financial Officer (OCFO), CFO-Program Management Office (CFO), Washington, DC intends to negotiate solely (as prescribed in FAR 6.302-1) with Lockheed Martin Corporation, Washington Data Center, 4701 Forbes Boulevard, Lanham, MD 20706 for enterprise server mainframe outsourcing system. The Office of the CFO requires a Mainframe system, with processors using Virtual Machine/Extended System Architecture (VM/ESA), Lockheed Martin's proprietary language called BRIDGE and BRUCE which handles all COBAL input/output processes, error handling, and file definitions. The NEAR system currently uses Lockheed Martin's proprietary code called BRIDGE, BRUCE, SINK, and IBM's proprietary Display Management System (DMS) screen developer. The contractor shall utilize proprietary software called Bridge that is embedded through all COBAL programs. To re-engineer the legacy National Electronic Accounting and Reporting (NEAR) system, will involve removing this embedded software to achieve a 'vanilla' IBM COBOL environment and converting/migrating the entire system to a new platform would take a number of years. The Office of the CFO must continue it's day-to-day NEAR operations until the replacement of this financial management functionality. Background -The NEAR system supports billing and accounts receivable. The system provides accountability by cost and function at all organizational levels within funds and services. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the General Services Administration (GSA) needs. Detail capabilities must be submitted to Carolyn U. Turner, (CO) CFO-Enterprise Management Division Office via email address Carolyn.turner@gsa.gov. Ensure subject is titled ENTERPRISE SERVER SERVICES MAINFRAME OUTSOURCING SERVICES. This synopsis is not to be considered a Request for Quotation (RFQ) or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be awarded to Lockheed Martin Corporation.
