Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This Request for Quotation has been made available through electronic commerce to comply with the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416), that requires contracting officers to disseminate information on proposed contract actions expected to exceed $15,000, but not expected to exceed $25,000, by displaying in a public place, or by any appropriate electronic means. Due to the limited amount of public places for posting at North Cascades National Park, and the remote locations and accessibility of field sites, electronic posting is utilized to comply with public posting and to promote competition to the maximum extent practical. This Request for Quote (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. This purchase is reserved for small businesses, NAICS 212319, Other Crushed and Broken Stone Mining and Quarrying, with a small business size standard of 500 employees. The Government intends to issue a firm-fixed price contract to the responsible quoter whose total quote is the most advantageous for the Government, price and other factors considered. BACKGROUND: The National Park Service (NPS) manages paved and gravel roadways within the Stehekin District of North Cascades NPS Complex and Lake Chelan National Recreation Area. Various construction projects require the use of large granite rocks and gravel. North Cascades National Park is currently seeking to purchase approximately 1,100 tons of Rock (1 Man - 3 Man Rock Mixture). DELIVERY LOCATION: All rock will be delivered to North Cascades National Park Service Complex, c/o Tom Courtney Tug and Barge at 1222 W. Woodin Ave. Chelan, WA 98816 and loaded directly onto a 30'x 80' barge. Include all delivery and trucking costs to Tom Courtney Tug and Barge. The exact delivery date(s) and size of loads shall be coordinated with the barge company, Phone: 509-682-2493. Delivery and placement of rocks onto the barge deck will be as specified by the barge company. We expect that some rocks may be end-dumped on the barge, if there is a layer of gravel loaded first so as not to damage the barge deck. However, some rocks may need to be placed individually on the barge deck. INVOICING: Each truckload of materials shall be accompanied by a delivery ticket showing the date, product, weight (as determined by a certified scale), and delivery location. The ticket shall be in duplicate. It is the contractor's responsibility to obtain the signature of a barge company representative upon delivery. Invoices shall summarize deliveries by product and be supported by signed delivery tickets. Payment will be based on actual quantity delivered. Payment will be by EFT, direct deposit (net 30 days, with contractor's option for a prompt payment discount). Partial payments for items delivered will be allowed. NOXIOUS WEED PREVENTION:To prevent the introduction of seeds from noxious weeds into Stehekin valley or onto NPS land, the Contractor shall endeavor to provide materials free of plant matter. This includes soil, seeds, vegetative matter or other debris that could contain or hold seeds. Diffuse or spotted knapweed or rush skeleton weed are the primary noxious weeds of concern. DELIVERABLES: Rock, 1- 3 Man Rock Mixture (Qty 1,100 Tons). Rock shall be hard, durable, angular rock that is resistant to weathering and water action and free of organic or other unsuitable material. Neither the breadth nor thickness of any stone shall be less than one-third its length. Rock shall be free of overburden, spoil, shale, and organic material (as described above). Do not use shale, rock with shale seams, or other fissile of fissured rock that may break into smaller pieces in the process of handling and placing. Furnish spalls and rock fragments to provide a stable dense mass. 1 - 3 Man Rock shall conform to the following: For "1-man rock" the smallest size of rock will be approximately 1'x1'x'1 and weighing approximately 120 lbs.For "3-man" rock the largest size of rock will be approximately 3'x2'x2' and weighing approximately 1400 lbs.Each barge load of rock delivered shall be a consistent mixture of 1-man, 2-man, and 3-man rock. SCHEDULE: Barge capacity is approximately 230 tons, so multiple delivery runs will be required. Delivery timeframe is dependent on barge schedule and shall be coordinated with the barge company and the NPS; however the park would anticipate delivery as soon as possible after receipt of order. Quotes may be submitted on letterhead or the Standard Form (SF-1449), and must include, at a minimum: 1. Completed price schedule; per-ton price should include delivery to barge deck. (note that this purchase is for the Federal Government and is exempt from state and local sales tax)2. A copy of your standard report showing that offered materials meet the specifications above;3. Prompt payment discounts, if any; 4. Contractor remittance address, DUNS number, and federal tax identification number;5. Name, phone number, and address of your point of contact; 6. Signature of official authorized to bind your organization; 7. The proposal submittals identified above.
