Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. 1. Homestead Air Reserve Base is in need of a Request for Proposal for the following.. 2. Non personal service to furnish supervision, personnel, parts and labor necessary to enhance the failing nitrogen system of the Aircraft Fire Training Facility (AFTF). Enhance is defined as follows: The existing nitrogen system will be left in place with an I/R air system (per TO-35) added. The I/R system will include all parts that will make the AFTF conform to TO-35 and NFPA 58 while leaving the nitrogen system in place as a back up system. The I/R system at a minimum will consist of, a dry air compressor, oil mister, secondary oil/water separator, a refit of necessary plumbing, six (6) inline screens, an LP gas vessel system IAW TO-35 & NFPA 58, service feed flex/flange connection, a distribution flex/flange connection, hydrostatic valve replacements, quad stack rebuild with new SS stacks, and an internal valve rebuild. 3. This is a total small business set-aside utilizing NAICS code 811310-Commercial and Industrial Machinery and Equipment (except automotive and electronic) Repair and Maintenance. 4. This will be a fixed price contract. The government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: lowest price, a small business that has provided service (no less than on a bi-annual basis) to an AFTF within the last two years (proof of service will be required), and the best warranty on the equipment. Because of Homesteads close proximity to salt water, all parts/equipment installed must be made of material that provides the longest ability to withstand rust as possible. All work will be accomplished IAW Air Force Technical Order 35 and NFPA 58. It is the contractors responsibility to know what is contained in TO 35 and NFPA 58. It is the contractors choice to obtain the necessary requirements by either electronic or hard copy means. The government will not be held responsible for providing TO 35 or NFPA 58 but may be able to provide assistance. 5. Any prospective contractor must be registered in Central Contractor Registration (CCR) to conduct business with the government. To register with CCR, telephone Dun & Bradstreet at (866)705-5711 to receive your nine (9) digit Data Universal Numbering System (DUNS). Once you receive your DUNS, go to the CCR home page at WWW.CCR.GOV to register on line. 6. All quotations shall be submitted through the incorporation of FAR clause 52.212-1, Instructions to Offerors-Commercial Items, by reference. This clause is amended to read: Submit signed and dated offer to Steve Cox at (stephen.cox.8@us.af.mil) or by fax at (786)415-7055. Proposals are due by 5 PM, 11 Aug 2011. A site visit is scheduled for 9 AM, 02 Aug 2011. Anyone interested in attending the site visit is required to submit their name to Steve Cox by email or fax by 1 PM, 01 Aug 2011 7.
