Description
SOFTWARE MAINTENANCE AGREEMENT - W900KK-11-C-0040. This is a notice of intent to award a sole-source contract and is not to be considered a request for proposals. The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Acquisition Center on behalf of the Assistant Project Manager for Close Combat Tactical Trainer (CCTT) intends to award a sole-source contract to Boston Dynamics, Incorporated (Inc) by September 30, 2011. In accordance with Federal Acquisition Regulation 6.302-1, PEO STRI intends to award a contract for one base year and four one-year options to Boston Dynamics, Inc for licensing of DI Guy commercial software, upgrades, and patches to their proprietary human models. This award will permit the Project Manager for Combined Arms Tactical Trainers the continued use of its investment in DI Guy human models. Boston Dynamics, Inc. is the only source that can provide these upgrades and patches to the Government as DI Guy software is its proprietary property. The North American Industry Classification System Code (NAICS) is 511210 and the business size standard is $25M as defined in FAR 19.101. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit a capabilities statement that demonstrates the firm's ability to license the software and provide the software maintenance agreement that maintains the DI Guy human models and integrates with the EPX-50 Image Generation (IG) Software. The capabilities statement must include company name, mailing address, and company size. Information submitted in the capabilities statement should be pertinent and specifically describe how the product will maintain current DI Guy functionality, animation, as well as integration into the EPX-50 IG software. The capabilities statement will be limited to 3 pages. All interested firms must submit their capabilities statements to W900KK-11-C-0040 by 3:00 p.m., local time, July 29, 2011 to Ms. Marialyn Achille-Argaez, Contract Specialist, at m.achilleargaez@us.army.mil. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is an intent to award notice, therefore proposals cannot be submitted directly on this notice.
