Description
This is not a Notice of Solicitation. The Department of Veterans Affairs (VA) intends to issue on a sole-source basis a firm fixed priced contract to Systems Made Simple (SMS), located at 13880 Dulles Corner Lane, Herndon, VA 20171, a certified service-disabled veteran-owned small business (SDVOSB). The contract is for SMS to provide IT services to include project management and software development to design, build, test, implement and deploy modifications to the existing VA Beneficiary Travel (BT) Package & Mileage Reporting System. The BT Package and Mileage Reporting System is a module within the Veterans Health Information Systems and Technology Architecture (VistA) System. The BT module provides the ability to perform the automated functions involved in issuing beneficiary travel pay. Travel reimbursement is provided to specified categories of eligible Veterans. It is also provided to non-employee attendants who are eligible for such reimbursement. The current Department of Veterans Affairs (VA) BT Package does not provide stakeholders with timely information nor does it adequately support VA's patient needs. Thus, changes to the BT Package and Mileage Reporting System are being requested by the Veterans Health Administration (VHA) Chief Business Office (CBO). The features, capabilities and enhancements identified are designed to meet regulatory changes mandated by The Caregivers and Veterans Omnibus Health Services Act of 2010, which was signed into law by the President on May 5, 2010. These improvements will provide more accurate and less burdensome delivery of BT benefit services to Veterans, to better meet the reporting needs of the VA (Central Office and Field) and Congress, reducing the potential fraud, waste and abuse. The period of performance is for 12 months, beginning August 22, 2011 through August 21, 2012. The statutory authority permitting other than full and open competition for this acquisition is 38 U.S.C. 8127 (c), Veterans First Contracting Program. Pursuant to the Federal Acquisition Regulation (FAR) Part 6.302.5, "Authorized or required by statute." The North American Industry Classification System (NAICS) for this requirement is 541511 and the size standard is $25 million. The place of performance will be at the contractor's site. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to procure services for SMS. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received within 3 business days on, July 29, 2011 at 11:00AM (CT), in accordance with FAR 13-106-1(b) (2), a contract will be issued without any additional notices being posted.
