Description
The Department of Veterans Affairs, National Acquisition Center, is conducting market research to determine if there are adequate small business concerns capable of providing the following various nebulizer items to VA Medical Centers nationwide including the District of Columbia, Puerto Rico, Alaska and Hawaii. This is not a request for interested parties to be placed on a solicitation mailing list. This announcement is for informational purposes only and must not be construed as a request for proposals (RFP), or an announcement of a solicitation. The objective for this effort is determine if there are interested parties able to provide directly to Medical Centers the nebulizer items as required by VA Medical Centers. Vendors must able to provide all items listed from the same manufacturer. Interested parties shall provide all of the following information: Name and address of company, telephone number, and business size. The North American Industry Classification System (NAICS) Code is 339113 and the small business size standard is 500 employees. This procurement action will be issued on an unrestricted full and open competitive basis if it is determined that no capable small businesses exist that can provide the products required to service the VA Medical Centers listed in this announcement. The upcoming solicitation will be posted in FEDBIZOPPS. The upcoming solicitation may be considered as a bundled procurement and the public is invited to submit comments to the Contract Specialist listed below. All capable and interested small business concerns are encouraged to submit the necessary information by e-mail to: timothy.richards@med.va.gov; or by fax (708/786-5256) no later than 3:00 p.m. (Central Time), August 10, 2011. Description of Nebulizers: A device releasing medicinal spray: with a face mask attached, for administering a medicinal liquid in the form of a fine spray that is breathed in through the mouth or nose. Nebulizers are commonly used for treatment of respiratory diseases. Nebulizers use oxygen, compressed air or ultrasonic power to break up medical solutions/suspensions into small droplets that can be directly inhaled from the mouthpiece of the device. QUANTITIES Aerosol Mask (A7015)26,609 Trach Mask (A7525) 2,858 Disposable Filters (A7013)30,324 Non-Disposable Filers (A7014) 4,617 NEBULIZER/COMPRESSOR MINIMUM TECHNICAL REQUIREMENTS The following minimum technical requirements are required. Failure of the product literature to show that the offered product conform to required minimum technical requirements shall cause rejection of the offer and offered product will receive no further evaluation. NEBULIZERS: oThe small volume nebulizer shall match the compressor source that meets the criteria for its intended design i.e. flow rate at specific psi level. oEach nebulizer set shall include the manufacturer cleaning instructions and the language shall be written to be understood at a sixth (6) grade level. (Offeror to submit electronically - to be tested through Flesch-Kincaid Grade Level Readability Formula). The cleaning materials also should be easy obtainable for home use e.g. bleach, vinegar etc. oThe language shall be written in English and Spanish oParticle size shall not exceed five (5) microns. oTubing length shall be a minimum of six (6) feet. oSet shall include manufacturer minimum technical requirements for frequency of cleaning, number of uses and/or length of time before disposal. COMPRESSORS: oThe compressor minimum technical requirements i.e. Air Flow & Operating Pressure shall match the manufacturer requirements of nebulizer submitted to produce correct particle size - less than five (5) microns. oNoise level NTE 60 dBA oWeight - 4lbs or less oElectrical - 115 volts o12 Volts DC oDisposable Filers oD/C Adaptor to convert A/C device to run on D/C power (replacement purposes only) oWarranty- Minimum three (3) years (excludes damage caused by veteran) oCompressor Replacement - Shipment within 5 days LINE ITEMS 3)Standard Compressor with Non-Disposable Nebulizer 4)Standard Compressor with Disposable Nebulizer 5)DC Compressor with Non-Disposable Nebulizer 6)DC Compressor with Disposable Nebulizer ACCESSORIES/SUPPLIES: 7)Aerosol Mask 8)Disposable Filters 9)Non-Disposable Filters TECHNICAL EVALUATION: Evaluation Factors: The following factors shall be used to evaluate offers and are listed in descending order of importance. The non-price evaluation factors when combined are significantly more important than Price. oEffectiveness of dose delivery amount when Nebulizer Set is positioned at various angles - sitting or standing position. oEase of replacing and maintaining disposable filters and replacement parts. oEasy to follow product Instructions. oProduct quietness less than 60 dBA, as shown in literature and heard with ear while using set under normal conditions. oExtended warranty of Compressor beyond minimum requirements.
