- This is a combined synopsis/solicitation for Commercial Items in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-11-T-0194, and a firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 effective 5 Jul'11. This procurement is 100% small business set-aside and the associated North American Industry Classification System (NAICS) code is 333131 with a business size standard of 500 employees. The DPAS rating for this procurement is DO-C9. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: Section B Schedule of Supplies and Services Brand name or Equal for equal item please provide specifications along with quote in order to be considered for award. Manufacturer : TEI Rock Drills Contract Line Item Number (CLIN) 0001 TD50F Limited Access Drill Rigs Quantity 2 each Delivery - 14 weeks after receipt of order Section C Description and Specifications 1. Drill Rig minimum travel speed, 4 mph grade/angle ability 25% slope 2. Drill Rig maximum weight no more than 6000 lbs. 3. Drill Rig equipped with certified aircraft tie down d-rings. 4. Drill Rig must have the TE260 percussion drill and have flushing air and water on board. Percussion mechanism must be equipped with internal dampening and have variable frequencies for increased flexibility of operation. 5. Drill Rig must be self contained (self supporting). 6. Drill Rig must generate electric power (hydraulic over electric) to operate power tools. Power of 20 kva able to support two 20 amp circuits. 7. 100% duty cycle. Must work under continuous operation in extreme environments. 8. Drill Rig must be able to collapse down to fit through a 32" narrow passage. 9. Drill Rig must have wireless remote operation of all controls, must be able to position and drill from a distance (100 yards) from the carrier. 10. Drill Rig must have extendable feed mast for increased depth of drilling. 11. Drill Rig must have capabilities to face drill a complete pattern without repositioning of the rig. 12. Drill Rig must have Vertical drilling capabilities and the ability to drill the roof line. 13. The Drill carrier must be able to operate independently without the support from any outside equipment. It must also be able to pass through 32" wide doorways and traverse up and down a staircase to allow access to the most remote sites. 14. Vendor must provide training for operation and maintenance of drill and drill head at Ft Knox, KY. Following Clauses and Provision applies to this procurement. The following factors shall be used to evaluate offers in descending order of importance Technical capability and price. Government will award this contract based on best value to the government. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I. In the event the Contractor effects any change at the direction of any person other the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.
