Description
The National Aeronautics and Space Administration (NASA) is exploring conceptsassociated with unique applications of micro-thrusters. Specifically, the ability ofmicro-thruster technologies (electric and chemical) to scale upwards towards the thrust,thrust density, power, and specific impulse ranges more commonly associated withtraditional electric propulsion systems, such as Ion or Hall Effect Thrusters.The purpose of this request for information (RFI) is to obtain information to support theformulation of a potential future project within the Office of the Chief Technologist,Game Changing Technology Division. NASA is soliciting industry questions, comments, andareas for the Government to consider relative to this concept.This document is forinformation and planning purposes, to conduct market research, as well as to promotecompetition. General objectives of this RFI include: 1) Gathering information fromindustry on general micro thruster technologies; 2) Identifying industry capabilities tomeet the required capabilities and identify areas that affect cost, risk, and schedule;and 3) Gathering information that may support the development of a future acquisitionstrategy. In addition to the objectives above, the questions provided in Attachment 1 arespecifically of interest to the Government. Interested parties should submit a responseof ten (10) pages or less addressing the questions included in Attachment 1. Anytechnical questions should be directed to Charles Taylor (charles.b.taylor@nasa.gov). NASA appreciates responses from all capable and qualified sources that meet the followingformat: 1) Section 1 A non-proprietary cover sheet that identifies this RFI by number andtitle, name and address of the organization providing the response, responders technicaland administrative points of contact, to include name, title, postal address, phone andfax number, and e-mail address. 2) Section 2 Responses to the questions provided in Attachment 1, along with anyadditional comments thought useful.3) Section 3 Description of company capabilities and past experience believedapplicable to the potential project.Responses must also include the following: size of business; average annual revenue forpast 3 years and number of employees; ownership; whether they are large, or any categoryof small business*, number of years in business; affiliate information: parent company,joint venture partners, potential teaming partners, prime contractor (if potential sub)or subcontractors (if potential prime); list of customers covering the past five years(highlight relevant work performed, contract numbers, contract type, dollar value of eachprocurement; and point of contact - address and phone number). Please advise if therequirement is considered to be a commercial or commercial-type product. A commercialitem is defined in FAR 2.101. This information is separate from the responses toAttachment 1 and is not included in the ten page limitation. All responses are to be for general access by Government evaluators. If so requested inyour response, all information received from this RFI will be considered confidential andproprietary, however NASA may use responses to aid the drafting of an open solicitationfor research investigations. It is not NASAs intent to publicly disclose proprietaryinformation obtained during this RFI. To the full extent that it is protected pursuant tothe Freedom of Information Act and other laws and regulations, information identified bya respondent as Proprietary or Confidential will be kept confidential. It is emphasizedthat this RFI is for planning and information purposes only, and is NOT to be construedas a commitment by the Government to enter into a contractual agreement, nor will theGovernment pay for information solicited. Responses should be forwarded via electronic transmission to Charles Taylor(charles.b.taylor@nasa.gov) by August 12, 2011. Any referenced notes may be viewed atthe following URLs linked below.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sites forthe release of any solicitation or synopsis. Respondents will not be notified of theresults of the evaluation. Respondents deemed fully qualified will be considered in anyresultant solicitation for the requirement. The Government reserves the right to considera small business or 8(a) set-aside based on responses hereto.
