Description

Introduction/History The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA seeks qualified vendors to provide engineering support services for the Airborne Electronic Attack (AEA) Integrated Product Team (IPT). This is a Sources Sought to determine the availability and technical capability of all prospective businesses. The NAICS is 541330, size standard is 4.5M. This is a follow-on contract to L3 Services Inc Contract N68936-08-D-0027. All responsible sources are encouraged to respond. In your response please include Company Size (Small or Large according to the NAICS and size standard listed). If your company is a Small Business, specify if your company is or is not each of the following: (a) Service-Disabled Veteran Owned Small Business; (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business. Requirements: Refer to the Attached DRAFT Performance Work Statement (PWS). The Contract Type is anticipated to be a Cost-Plus-Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ), with an estimated total level of effort of approximately 90,240 man-hours for year one, 90,240 man-hours for year two and 90,240 man-hours for year three or 270,720 hours over the life of the contract (three years). Travel will be required as specified in the PWS. The contractor may be requested to purchase materials in accordance with (IAW) the PWS. The services will be performed at the locations IAW the PWS. The following are examples of anticipated labor categories under this requirement: Project manager; Intelligence Analyst; Journeyman Engineer; Jr Technical Staff; Sr Technical Staff; Sr Engineer; Systems Engineer; and Technical Staff. Required Capabilities: In order to assess capabilities, we are requesting the submission of the following information from any firms believing they can provide the required engineering services. 1) Title of the Draft PWS you are applying to. 2) Company Name and address; Point of Contract name, phone number, fax number and email address. 3) Company size for NAICS 541330 size standard $4.5M. 4) Specifying if your company is “ large; small; Service-Disabled Veteran Owned Small Business; HUBZone Small Business; 8(a) Concern; Woman-Owned Small Business; or Economically Disadvantaged Woman-Owned Small Business. 5) Company profile to include number of employees, annual revenue, office location(s), and DUNS number. 6) Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government points of contact with current telephone number, and a brief description of how the referenced contract relates to the services described in the PWS. 7) Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located/working in places specified in the PWS. 8) Management approach to staffing this effort with qualified personnel. 9) Confirmation that the company has a DCAA approved accounting program currently in place.
