- This notice is for Market Research purposes only, not a request for proposal or solicitation. The Food and Drug Administration (FDA) is seeking sources, including service-disabled veteran-owned small businesses, HUBzone small businesses, 8(a) certified small businesses, woman owned small businesses, small disadvantaged businesses as well as small businesses. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for providing the items below. The North American Industry Classification System (NAICS) code is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size standard of 500 employees. The Office of Regulatory Science at the Food and Drug Administration's Center for Food Safety and Nutrition (FDA/CFSAN) is involved in the development of new and robust analytical approaches to solve complex problems pertaining to food safety. The Office's scientists develop a full range of analytical methods and tests for the identification and quantification of substances/contaminants/additives in food and dietary supplements. The new pump will be added to an existing Waters Acquity UHPLC system, and will be used for online multidimensional separation of active components of dietary supplements of trans fatty acids. The analytes will be isolated from complex matrices by the first chromatographic column, the selectively diverted to a second separation column using a high pressure switch valve, and quantitated after the second separation. This technique will allow the analysis of complex matrices with minimal sample preparation and also the quantification of compounds for which a single mechanism of chromatographic separation is not sufficient. Technical requirements 1. The pump must be capable of operating a gradient of two solvents, with high pressure blending. 2. The pump must be capable of delivering up to 1 ml/min of solvent at the back pressure of at least 15000 PSI. 3. The pump must be capable of delivering at minimum 2 ml/min of solvent. 4. The pump must be operated by computer-based chromatographic software. The software must be capable of operating simultaneously, in addition to the new auxiliary pump, the existing components of the chromatographic system. This includes and Acquity binary solvent manager, an Acquity sample manager, and Acquity column heater, an Acquity e-lambda PDA detector, and an Acquity fluorescence detector; 5. The software that will control the entire final system must be provided with the pump. Such software package must be licensed to and capable of operating simultaneously two chromatographic systems; 6. The chromatographic software must allow the control of each component of the chromatograph system, must be capable of acquiring and storing the chromatographic signals, and must be capable of performing data processing. 7. The pump must have a least two contact closure switches, for operating/controlling external devices such as fluidic switching valves. These contact closure switches must be controlled by the chromatographic software. 8. The pump must fit, without posing any safety hazard, in the middle of the existing Waters Acquity chromatographic stack. Potential contractors must indicate business size, proof of any set-aside certification and company's DUNS number and provide a contact name, the mailing address, phone number and email address of point of contact. Capability statement must provide enough information to determine if company can meet requirements stated above by including technical specifications, descriptive literature, brochures and other information that demonstrates the capabilities of the contractor to meet the requirements.
