- Motor Vehicle Allocation Methodology/Fleet Management Support In December 1995, the U.S. General Services Administration (GSA) created the Office of Governmentwide Policy (OGP) to consolidate its policy functions into a single organization. OGP's policymaking authority covers the areas of personal and real property, travel and transportation, information technology, regulatory information and use of federal advisory committees. OGP's strategic direction is to ensure that governmentwide policies encourage agencies to develop and utilize the best, most cost effective management practices for the conduct of their specific programs. Within the broad spectrum of responsibilities assigned to the OGP is the development of governmentwide policies for managing the acquisition, utilization, operation and disposal of the 660,000 owned or leased motor vehicles that Federal agencies operate to accomplish their missions. Given the size, complexity and cost of the Federal Fleet, as well as the numerous laws impacting fleet operations, it is imperative that the fleet be managed as effectively, efficiently, and safely as possible while reducing its environmental footprint. In April 2002, the Office of Management and Budget (OMB) requested that all Executive Branch agencies take a closer look at their fleet management operations, particularly the size of their fleets. In coordination with OMB, information was collected from the agencies using a survey developed by the Federal Fleet Policy Council (FEDFLEET, a council composed of headquarters-level agency fleet managers) and OGP’s Vehicle Management Policy Division. The results of the survey indicated a number of deficiencies in the agencies’ fleet management operations. An interagency working group of FEDFLEET members recommended corrective actions, including the establishment, within each agency, of a vehicle allocation methodology to identify the optimal allocation of the agency vehicles in terms of number and configuration of those vehicles. The need for such a methodology was further validated in a May 2004 Government Accountability Office report on the acquisition and management of Federal motor vehicles. Accordingly, GSA issued Federal Management Regulation (FMR) Bulletin B-9, Motor Vehicle Management, which describes the development and maintenance of documented structured vehicle allocation methodologies for agency fleets, i.e., vehicles that are agency-owned, leased from the GSA’s Federal Acquisition Service, or commercially-leased. This Blanket Purchase Agreement (BPA) seeks to provide agencies the assistance necessary to implement the vehicle allocation methodology guidance contained in the bulletin, yet tailored to meet their unique mission requirements.
