- The Fort Knox Mission and Installation Contracting Command is conducting market research for the following requirement: Cultural immersion training for the United States Army Cadet Command (USACC), Fort Knox, Ky during the period 1 December 2011 through 30 November 2012, with two one-year option periods. As directed by the Secretary of the Army, USACC is expanding initiatives for cultural immersion training for indefinite quantities, indefinite periods to facilitate differing requirements. Services include, but are not limited to: -Provide USACC personnel with a country/region specific subject matter expert to conduct country/region specific culture and basic language training prior to departure, then accompany the group during the deployment. -provide for all transportation, lodging, and culture/language training and assessment for each SROTC Cadet for the entire phase of training including pre-deployment, deployed, and post-deployment. Facilitate Academic Credit and provide Transcripts for all Cadets who deploy. -Provide for coordination of travel, meals, and lodging where not otherwise provided. -Arrange for passport/visas as required. -Develop venues for service learning projects where not otherwise provided. -Develop programs for cadet deployments in any geographic region specified. -Submit curriculum plans. The appropriate NAICS code is 611630 with a size standard of $7,000,000.00. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. NOTE: For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot subcontract the entire effort. Again, this applies only to small business set-asides. Responses to this announcement must be received no later than 2:00 P.M. on Tuesday, July 26, 2011. Statement confirming the requirements of FAR 52.219-14 will be met should this acquisition be set-aside for small business (if applicable); 6. Contact information, to include name, e-mail address, phone number, and fax number; Regional Breakdown: The US Army Cadet Command defines Culture and Language Regional Breakdown by the geographical boundaries of the supported US Army Combatant Commands. The Regional Breakdown is listed in priority order. Each region list has the targeted critical languages and the proposed primary and alternative countries. Alternative countries are used when State Department or Department of Defense travel restrictions prevent entrance into the primary countries.
