- This is a notice of the government's intent to educate the public and natural resource users on the importance of protecting Acroporid corals. In 2009, NOAA Fisheries Service contracted The Pier Aquarium to conduct research comparing the effects of ocean acidification on the three Acroporid corals (elkhorn, staghorn, and fused staghorn) of the Caribbean/Atlantic. The Pier Aquarium is officially moving their facility to a new, larger location, and will change its name to The Marine Discovery Center. The Pier Aquarium will showcase this research through a new interactive public exhibit in their new facility. Since elkhorn and staghorn corals were listed as ‘threatened' under the Endangered Species Act in 2006, it has become increasingly important to educate the public and natural resources users to the importance of conserving these species and understanding the regulatory requirements implemented through the Endangered Species Act to protect and recover these corals. Thus, educational exhibitry is needed to help deliver the messages of the research and the species' protection.. This educational exhibitry is needed as a tool to effectively communicate key messages to the public. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one known source Pier Aquarium. The Pier Aquarium is the only known public venue in Pinellas County with the coral materials needed for an interactive educational exhibit, and the appropriate permits to posses these protected corals. The Pier Aquarium will showcase this research thorough a new interactive public exhibit in their facility. The NAICS Code is 541990. Interested persons may identify their interest and provide a detailed capabilities statement to respond to the requirement or submit proposals. This is not a request for competitive proposals. However, all proposals received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their detailed capabilities and qualifications to support their ability to provide this service, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Vendor must provide a DUNS number (http://www.dnb.com/us/ ) and register with the Central Contractors Registration (http://www.ccr.gov/ ).
