Description
1) Under the authority of FAR 13.106-1(b) (1), the U.S. Army Research Institute of Environmental Medicine (ARIEM), Natick Contracting Division (NDC), Kansas Street, Natick, MA on behalf of the US Army ACC-APG CCAP-SCN, Natick, MA intends to award a Contract on a sole source basis with Metabolic Solutions, Inc., 460 Amherst Street, Nashua, NH 03063. This is not a request for proposals. No solicitation documents are available. Responses will be used for future acquisitions only. 2) Nature and description of the supplies or services required to meet the agency's needs: The Military Nutrition Division is conducting research to better understand the complex regulatory mechanisms responsible for the maintenance of skeletal muscle mass during energy restriction. Potential findings would provide support for future research for nutritional interventions, designed to preserve skeletal muscle mass under conditions of intense physiological strain. The findings from this study will improve our current understanding of dietary conditions to prevent the damaging effects of sustained/repeated combat missions on musculoskeletal health in Warfighters. These analyses require the use of stable isotope methodology to provide direct measures of protein synthesis, breakdown, and oxidation under circumstances of energy sufficient and insufficient diets. The Military Nutrition Division does not possess the facilities or trained personnel to measure isotopic markers of protein turnover: 13C02 in breath (measured by Isotope Ratio of Mass Spectrometry) and/or KIC in plasma (measured by Gas Chromatography Mass Spectrometry). The intent is to award a Firm Fixed Price type contract for $48,145.00. This contract will procure the services of Metabolic Solutions Inc. to perform analysis of 13C02 in breath and KIC in plasma samples. This contract will include tasks which wilt be completed by 1 June 2012. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): This vendor is the only laboratory (commercial or academic) in the United States able to provide the required measurement of KIC in plasma (measured on an Agilienl GCMS) and 13C02 in breath (measured using Europa 20/20 or Finnigan MaIIRMS) necessary at this level of competency. The vendor holds a Certificate of Compliance of CLiA Regulations (license #3000970292), compliance with both the Food and Drug Administration (FDA) and current Good Laboratory Practices (cGLP), including Part 11 Compliance: The vendor's laboratory systems are governed by a set of Standard Operating Procedures (SOP) that are annually reviewed and updated. All laboratory technicians assigned to perforrri'procedures in the laboratory are trained on SOPs for specific methods and all instruments are evaluated for' peak shapes, sensitivity and proper run conditions prior to sample analysis. Each analytical run includes a series of standards and controls to monitor the performance of the analytical instrument and to minimize any drift that may occur during the course of the run. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was conducted before executing similar studies analyzing 13C02 in breath and KIC in plasma con luding Metabolic Solutions Inc. provided reliable and valid assessments of protein turnover requjred to meet tl1e~stand ards of the Military Nutrition Division research program. Due to the need for continuity over time of data, Metabolic Solutions Inc. is the only source available for the continuation of 13C02 and KIC data analysis. Metabolic Solutions Inc. provides excellent services for the good of the government. 5) Any other facts supporting the use of other than full and open competition: NA 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Not feasible at our level.
