- THIS NOTICE IS FOR INFORMATION ONLY-The Health Resources and Services Administration (HRSA) intends to negotiate a on a SOLE SOURCE basis with the Cecil G. Sheps Center for Health Services Research, The University of North Carolina at Chapel Hill, 725 Martin Luther King Jr. Boulevard, Chapel Hill, NC 27599. The purposes of this procurement is to identify and compile national maternal child health (MCH) priorities as well as well compare State Title V performance measures around State-identified MCH program priorities. The technical review of the States' 2010 five-year Needs Assessments shall yield the following information: (1) an assessment of the changing landscape for Title V MCH services; (2) identification of the most frequently reported MCH priority needs in 2010; (3) a comparison of the priority needs reported in 2010 with those reported in 2000 and 2005 Title V MCH Needs Assessments; (4) documentation of emerging MCH priority needs; and (5) identification of limitations in needs assessment methodologies and data reporting, and challenges faced by the State health agencies in addressing their identified priorities. This procurement shall be processed in accordance with the Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. The period of performance for this project is a base year and two (2) option periods. In accordance with FAR 6.302-1, Justification for Other Than Full and Open Competition is attached. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
