Description

This is NOT a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, or service disabled veteran owned small business) relative to NACIS 515120 (size standard of $14 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Activity, is seeking sources for a potential contractor to provide a customized television channel with both VA owned dedicate Veterans topics and privately developed health education programming materials to promote health education for inpatients and outpatients Veterans within the participating facilities of the VA Desert Pacific Healthcare Network VISN 22. The goal and objective shall be to provide health education programs focused on care management, wellness, health promotion & disease prevention as well as promote but not be limited to the following VA 9 healthy living messages: Be Involved Your Health Care, Be Tobacco Free, Eat Wisely, Be Physically Active, Strive for a Healthy Weight, Limit Alcohol, Get Recommended Screening Tests and Immunizations, Manage Stress and Be Safe. The Contractor shall also have the ability of providing customization to include additional videos containing other VA specific materials as well as patient safety and health topics. Additionally, the Contractor shall be required to engage patients with VA specific television programs developed to meet the health education needs of Veterans. The programming content, materials, videos, programming dates and times will be determined by the VA. The Contractor shall be required to provide all necessary hardware and installation and the programming services of The Veterans Health Education Channel. The customized television channel programming service and signal shall be accessed and viewed on all television drops in all the inpatient rooms, waiting areas and classrooms throughout the participating facilities of VISN 22 which are VA San Diego Healthcare System, VA Southern Nevada Healthcare System, VA Loma Linda Healthcare System, VA Long Beach Healthcare System, VA Greater Los Angeles Healthcare System. If you are interested, and are capable of providing the required services please provide the requested information as indicated below. The intended contract period shall be for a base year and four, one-year option periods, which is to begin on or about September 15, 2011. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small; (2) If small, does your company qualify as a small, emerging business, or small disadvantaged business?; (3) If disadvantaged, specify under which disadvantaged group and if your company is certified under Section 8(a) of the Small Business Act?; (4) Is your firm a certified "Hubzone" firm?; (5) Is your company a woman-owned or operated business?; (6) Is your company a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business? Responses to this notice shall be e-mailed to the attention of Jaime Guzman with "Interested Vendor for Health Education Channel in the subject line. E-mail address: jaime.guzman@va.gov. Telephone responses shall not be accepted. Responses must be received no later than 4:00 p.m. PST on August 3, 2011. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
