Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Immunology Branch, intends to procure the brand name BD 5-Laser LSRFortessa Flow Cytometer Analysis System from BD Biosciences, 2350 Qume Drive, San Jose, CA 95131, This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 333314 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: 180 days from date of award. The National Institutes of Health (NIH), National Cancer Institute (NCI), Experimental Immunology Branch (EIB) consists of ten research laboratories, a flow cytometry facility, and a digital microscopy facility that perform investigations in basic immunobiology. The following salient characteristics apply to the BD 5-Laser LSRFortessa Flow Cytometer System: - Must have the capability of being utilized by multiple users for a variety of applications in immunobiology and molecular immunology. - Must have the ability to customize and configure fluorescence detector capabilities, including user access to, and ability to change, fluorescence bandpass and long pass filters - Must have sixteen (16) color simultaneous detection plus FSC and SSC from five (5) lasers. - Must contain option of eighteen (18) color detection from seven (7) lasers. - Must have the ability to incorporate five (5) spatially separated lasers with automatic time delay calculation using instrument set-up software. - Must have variable detector configurations using reflected light trigon and octagon PMT arrays. - Must have the capability to detect less than 50 MESF particles on PE channel - Must incorporate all digital electronics to provide cell acquisition rates up to 10,000 events per second. - Must incorporate manual (not motor driven) sample change capability, and provide for sample carryover of less than 0.1% within 5 seconds. - Must have integrated laser power control software that provides for turning power on/off and adjustable power level control for each of the 5 lasers independently. - Must have five (5) lasers with the following wavelength (nm) and power output maximum(milliwatts): a. 405 nm, 100 millwatts b. 488 nm, 100 milliwatts c. 561 nm, 100 milliwatts d. 592 nm, 200 milliwatts e. 640 nm, 100 milliwatts - Must be upgradable to automatic sample injection from microtiter plates (96 or 384 well) with operation controlled by the cytometer software. The BD Bioscience product, 5-Laser LSRFortessa Flow Cytometer System is the only known commercial instrument with the unique characteristics critical for research in the NCI. BD Biosciences is the sole manufacturer of this Analyzer and holds the patents for the technology and design for this instrument. No other known sources exist to provide this equipment. The features mentioned above are necessary for the mission of the lab. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions at the above address on or before 11:00 AM EST on 8/8/2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
