Description
The United States Marine Corps (USMC) Program Manager for Infantry Weapons (PM IW) is seeking interested sources with mature (1) technology capable of determining the fatigue life of thin walled metallic tubes and (2) technology capable of predicting metallic fatigue failure in the field or at a maintenance facility. The purpose of this notice is to conduct market research to identify emerging capabilities. The USMC is fielding mortar cannons constructed of Inconel 718 Alloy. The Safe Fatigue Life (SFL) was set at 10,000 rounds after traditional hydraulic cycling, in general accordance with International Test Operations Procedure (ITOP) 3-2-829 that did not produce a failure after 100,000 cycles. (1)The USMC is seeking a test procedure that will prove the fatigue life can safely be extended beyond 10,000 rounds. Currently, cannons are condemned by using round count in electronic weapons books or traditional log books. (2) The USMC is seeking solutions that will allow for monitoring for fatigue failure either by Marines in the field or at maintenance activities. Solutions can include automatic rounds counters or technology capable of detecting change within the structure of the cannon independent of round count. Consideration should be given to the size and logistical burden the technology creates. It is preferred that the monitoring system be of the prototype stage or higher with the estimated time to complete development less than 18 months for the mortar application. This Sources Sought is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). This Sources Sought is not to be construed as a commitment by the U. S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Sources Sought. All information is to be submitted at no cost or obligation to the Government. The cut-off date for questions is fourteen (14) days after issuance of this notice. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Sources Sought. Interested parties are encouraged to respond to this notice and should clearly indicate the specific areas they are interested in. Responses should indicate business size and any socio-economic considerations under NAICS Codes associated with the areas of interest described above.
