- SYNOPSIS: The U. S. Army Corps of Engineers (USACE) Baltimore District plans to solicit a firm-fixed price design/build construction contract to the Offeror using Best Value Trade-Off Analysis based on evaluation of Offeror cost and technical proposals and established evaluation factors identified in the contract solicitation. The design/build contract will be awarded in September 2011 with anticipated construction completion in 2013. This announcement is for the construction of the Pentagon Sentry Design Build Military Construction Project - MALL AND RIVER GATE ACP'S. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 8 Aug 2011. Contract award is scheduled no later than 30 Sep 2011. A Request for Proposal (RFP) is contemplated utilizing a best value source selection procedure as described in FAR 15.3 with a 30 day response time after issuance. In using this approach, the Government seeks to award a contract to the offeror who gives the Government the greatest confidence that they can meet our requirements. This acquisition is being solicited pursuant to FAR Part 19.5, and is issued as an 8 (a) Competitive RFP. Magnitude range of this acquisition is between $5M - $10M. All contractors must be registered in the Central Contractor Registry (CCR) database to be eligible to receive award http://www.ccr.gov and have completed the On-line Representations and Certifications at http://orca.bpn.gov. The entire solicitation will be posted at this website https://www.fbo.gov. Telephone requests will not be honored. PROJECT SCOPE. In support of the Pentagon Sentry Program, the U.S. Army Corps of Engineers, Baltimore District seeks qualified Contractors to replace existing access control point structures, police booths, active and passive barriers, security equipment, monitors and control system and utilities with new access control structure, police booths, barriers, screening equipment, telecommunications, intrusion detection system, lighting protection, traffic control signals, pavement striping/markings, and signage and related utilities, lighting, interruptible power supply, and site work including a canopy over screening area at several vehicle entry access control points at the Pentagon, Arlington, Virginia. The Contractor shall conduct all design and construction in compliance with the existing Pentagon access and security requirements and standard operating procedures, Department of the Army Access Control Points criteria, pertinent Unified Federal Codes, and applicable industry criteria. Designs will require National Capital Planning Commission (NCPC), Commission of Fine Arts (CFA) and the Virginia State Historic Preservation Office (VA SHPO) reviews and approvals for aesthetic capability with the exterior architectural elements of the Pentagon. Construction will require phasing to maintain operation of existing access control during construction. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued only to prime construction contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The Best Value Trade-Off Analysis contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single fixed price construction contract awarded based on Best Value Trade-Off Analysis determination. POINT OF CONTACT: Karen L.
