- HIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source under statutory 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The Department of Veterans ™ Affairs, James A. Haley Veterans ™ Hospital (JAHVH), 13000 Bruce B. Downs Boulevard, Tampa, FL 33612 requires UpToDate provides immediately accessible clinical topic reviews to providers at the point of care, and has been deemed critical by the Chief of Staff for patient safety. As the hospital expands to include more off-site locations, electronic resources become increasingly necessary in providing evidence-based knowledge and in meeting Joint Commission standards. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within t (5) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A quality point of care product, when used, has been demonstrated to improve quality of care and patient safety. Clinician buy-in therefore becomes critical, since the product must be easily accessible, comprehensive in scope and navigable before it can be used and the knowledge applied. A study published in the International Journal of Medical Informatics demonstrated a strong association between hospital quality and efficiency and use of UpToDate. Hospitals with access to UpToDate performed significantly better on risk-adjusted measures of patient safety and complications and had significantly shorter length of stay (by an average 0.167 days per discharge) compared with hospitals without access. These benefits correlated with how frequently UpToDate was used. We have trialed other products (Dynamed, BMJ Evidence, ACP Pier), but the clinicians were decidedly against moving to another product and did not feel that the other products did not have the breadth or scope of UpToDate. persons may identify their interest and capability to respond to the requirement above or submit proposals via email only to Clarelle De Sylvain Clarelle.Sylvain@va.gov not later than 12:00 p.m. EST on July 27, 2011.
