Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAIDNOI1143. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-53 dated July 5, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 325414, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to various reagents as a standing order on a sole source basis from ForteBio, Inc. Item / Description / Quantity: 1) 18-5031 Biosensor/Amine Reactive, qty-3 each; 2) 18-5090 Anti-mIgG Fc Capture, qty-1 each; 3) 18-5064 Anti-hIgG Fc Capture, qty-2 each; 4) 18-5032 Kinetics Buffer 10X, qty-6 each; 5) 18-5017 Amine Coupling Reagent Kit, qty-4 each; 6) 18-5025 MES Buffer pH 4.0, qty-3 each; 7) 18-5026 MES Buffer pH 5.0, qty-3 each; 8) 18-5027 MES Buffer pH 6.0, qty-3 each; 9) 18-5021 Biosensor Streptavidin (SA), qty-1 each; 10) 18-5016 Biosensor Dispenser (transfer tool), qty-1 each; 11) 18-5076 384-Well Tilted-bottom Plate, qty-2 each; 12) 18-5065 Biosensor Streptavidin, qty-1 each. These particular reagents are needed for the use with an Octet RED384 System. In using the reagents with the biolayer interferometry platform for measurement of interaction between the HIV envelope glycoproteins and a variety of interacting partners like antibodies, peptides and drugs. This technique can also be used for antigenic analysis of sera, screening of antibodies in crude supernatants. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price, and 3) delivery. Delivery to Bethesda, Maryland 20892. Period of performance to be for one (1) year from date of award. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evaluation Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232.33, Payment by Electronic Funds Transfer-Center Contractor Registration (Oct 2003). By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
