- Schedule attachment Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested per this document and attachments. This solicitation is issued as a Request for Quotation (RFQ) for removal and replacement of air-cooled refrigerant condensing unit and 2 indoor evaporator units and interconnecting refrigerant piping for the Hungry Horse Ranger Station. This solicitation document, and incorporated provisions and clauses, are those in effect through Federal Acquisition Circular 2005-52 B. SCHEDULE OF ITEMS See attachment CONTRACT TIME The contract time shall be 45 days from award of contract. It is anticipated that the contract will be completed by September 30, 2011. BASIS OF AWARD Offer of award will be made to the quoter whose quote, as determined by the Contracting Officer, provides the best value to the Government, considering but not limited to such factors as price, Contractor experience with this type of work, and past performance in accordance with FAR 13.106-2. The Experience Questionnaire will become part of the evaluation (see attachment). PRE-BID MEETING A pre-bid meeting is scheduled: Date: Thursday, July 28, 2011 Time: 11:00 a.m. Location: Hungry Horse Ranger Station reception area All interested quoters are recommended to attend. Peter Borgesen will be the Contacting Officer's Representative and can be contacted about technical questions @ (406) 758-5321. SCOPE OF CONTRACT Furnish all labor, materials, equipment and transportation necessary for the completion of the work as itemized below. General Scope of Work Remove the existing air-cooled refrigerant condensing unit, two indoor (ceiling suspended evaporator units and interconnecting refrigerant piping and replace with new equivalent units as scheduled and detailed. The new condensing unit shall be mounted on the existing concrete pad at the exterior of the building in the same location as the removed unit. The two new evaporator units shall be ceiling suspended within the tree cooler and in the approximate location(s) as the two removed units. All refrigerant lines, control valves and associated components shall be removed and replaced with new copper line sets appropriately sized for the new refrigerant, new solenoid controls valves shall be provided integral with the new evaporators (if not, they shall be provided and field installed by the Contractor). The evaporators shall be provided with factory installed electrical defrost heaters. The Contractor shall perform all electrical and control work associated with the replacement of the mechanical equipment, the new system shall be controlled by basic, single-set point mechanical thermostat control. The new thermostat shall be Johnson controls A19ABC-24. Solid state components will not be acceptable. Contractor will dispose of all demolition and construction debris off Forest land per State and Federal regulations. LOCATION The refrigeration system improvement is for the tree cooler located at the Hungry Horse Ranger Station at 10 Hungry Horse Drive, Hungry Horse, MT. Contract Terms and Conditions The provision at FAR 52.212-1 Instructions to Offerors - Commercial, applies to this acquisition. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with offer. (see attachments) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statue or Executive Orders - Commercial Items, applies to this acquisition and in addition to this provision are the following addenda: FAR 52.252-2 Clauses Incorporated by Reference (FEB 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Also, the full text of a clause may be accessed electronically at this/these address(es): Federal Acquisition Regulations - https://www.acquisition.gov/far and the Agriculture Acquisition Regulations - www.usda.gov/procurement/policy/agar.html FEDERAL ACQUISITION REGULATION (48 CFR CHAPTER 1) CLAUSES 52.245-1 Government Property (AUG 2010) 52.245-9 Use and Charges (AUG 2010) FAR 52.217-5 Evaluation of Options (JULY 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). FAR 52.215-5 Facsimile Proposals (OCT 1997) (a) Definition. "Facsimile proposal," as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via facsimile machine. (b) Offerors may submit facsimile proposals as responses to this solicitation. Facsimile proposals are subject to the same rules as paper proposals. (c) The telephone number of receiving facsimile equipment is: (406)758-5326 (d) If any portion of a facsimile proposal received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document-- (1) The Contracting Officer immediately shall notify the offeror and permit the offeror to resubmit the proposal. (2) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timelines, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer. (e) The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal. CODES AND STANDARDS Comply with these specifications, project drawings, and all applicable local, state, and National laws, codes, standards, and regulations. In the event of differing requirements, the most stringent applies. INSPECTIONS, PERMITS, AND FEES The Contractor is responsible for obtaining and paying for all necessary certificates, licenses, state or local permits, and inspections required by law for the execution of this contract. STORAGE OF MATERIALS The Contractor will be allowed to store materials at the project site. Coordinate the location of the storage area with the Contracting Officer Representative. Materials subject to damage from the weather shall be adequately protected by the Contractor. The Contractor shall be solely responsible for the loss of or damage to materials stored at the job site. PROJECT DRAWINGS & SPECIFICATIONS See Attached SERVICE CONTRACT ACT Service Contract Act is applicable to this type of Service Wage Determination No.: 2005-2317, Revision No.11, dated 6/13/2011.
