- Attachment B-Terms and Conditions Attachment A-CLIN Descriptions and Salient Characteristics Combined Synopsis-Solicitation 1). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation utilizes simplified acquisition procedures in accordance with the Test Program for Certain Commercial Items, as contemplated in FAR 13.500. 2). This is a Request for Quotations (RFQ) and the RFQ number is: W9B14N-11-T-5053 3). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-053. 4). The applicable NAICS code is 423490. 5). The list of contract line item number(s) and items, quantities and units of measure is in attachment A to this RFQ. 6). The Government will only accept the aforementioned items on a brand name or equal basis. Interested vendors may find a list of salient characteristics for each required item in Attachment A to this RFQ. 7). Vendors must state the delivery period in their quotation. The contractor shall deliver the equipment FOB Destination to: Afghanistan Geological Survey 3 rd Macroryan Square, Next to Maslakh Kabul, Afghanistan 8). The provision at 52.212-1, Instructions to Offerors-Commercial (JUN 2008), applies is hereby incorporated into this RFQ by reference. The provision is modified as follows: A). The provision at FAR 52.211-6 Brand Name or Equal (AUG 1999), is hereby incorporated into this RFQ by reference. B). The provision at FAR 52.232-18 Availability of Funds (APR 1984), is hereby incorporated into this RFQ by reference. C). Vendors may, but are not required, to quote on "all or nothing" basis. Vendors may quote solely on an individual CLIN, with the exception of CLINs 0002, 0003, and 0004, which MUST be quoted on together and cannot be split-up. D). Vendors quoting "or equal" equipment must present the type of material described in the provision at FAR 52.211-6 in order to allow the Contracting Officer to ascertain whether or not the alternative equipment meets the Government's requirements. Such information must be wholly enclosed in your quotation. The Contracting Officer will not utilize information other than that which is contained in your quotation. Such information must be submitted in a PDF file. PDF attachments may not exceed two (2) 8.5"x11"x pages per CLIN. Information not contained in your quotation, including information on websites, will not be considered in the evaluation of your quotation. 9). The Government contemplates the award of a one or more purchase orders on a "low-price-technically-acceptable" basis. The Government will calculate the lowest-priced combination of all-or-nothing quotations versus combinations of quotations for individual CLINs. In the event that the Government receives an all-or-nothing quotation but does not receive individual quotations for all of the CLINs, then the Government reserves the right to award to an other than the low-priced quotation in order to ensure that all items are obtained. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 10). Vendors who do not have a current Commercial Item Representations and Certifications completed in ORCA must complete the provision at FAR 52.212-3, found in Attachment B to this RFQ. 11). The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and an addendum clause may be found in Attachment B to this RFQ. 12). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. It may be found in Attachment B to this RFQ. 13). Additional contract terms and conditions shall be applicable to this acquisition and they may be found in Attachment B to this RFQ. 14). The Government will only accept quotations that are submitted via e-mail to adam.r.goldstein@swa.army.mil. The time and date set for the receipt of proposals is 05:00pm Eastern Time on 29 July 2011. 15). The point of contact for this RFQ is: Adam R.
