- Sources Sought Notice only. This Sources Sought Notice is not a request for formal proposals or quotes. No formal solicitation document exists at this time. The VA Medical Center (VAMC) Richmond currently has the need for a contractor(s) to provide services as part of its community based Healthcare for Reentry Veterans (HCRV) and Veterans Justice Outreach (VJO) programs. The goals of the HCRV and VJO programs are to prevent justice-involved Veterans from becoming homeless by linking them to appropriate Veterans Affairs (VA) and non-VA services and placing those justice-involved Veterans who are at risk of homelessness in community-based, residential environments with sufficient therapeutic services to meet the needs of these Veterans. While housed, the Veterans will continue to receive assistance from the VA. The purpose of this solicitation is to obtain offers from contractors who can provide care, treatment, and rehabilitative services to justice-involved Veterans who are homeless or at risk of homelessness in community based treatment facilities offering a safe and secure environment that supports their rehabilitation goals. The Contractor will be required to provide therapeutic and rehabilitative services, but will not be required to provide detoxification or other hospital level treatment - those services will be provided by the VA at VA facilities. A total of 24 beds will be required. Services are required for a base year plus three one-year option periods. Services are for eligible beneficiaries of the veteran population requiring adequate shelter, supervision, meals, and support programs within surrounding areas of the Richmond community for up to a 12 month maximum stay. Vendors should identify business type for forecasting purposes (Small, Large, VOSB, SDVOSB, WO, etc.) and vendors are encouraged to provide brief capability statements/ prior work within the scope of work being requested.
