Description
NASA/GRC plans to issue a Request for Proposal (RFP) for the development ofUnmanned Aircraft (UA) Control and Non Payload Communication (CNPC) Systems. NASA/GRCintends to issue a cooperative agreement to obtain this system(s). The draft Statement ofWork is included below.The purpose of this cooperative agreement is to conduct a shared resource project thatwill demonstrate and support the further development of Unmanned Aircraft (UA) Controland Non Payload Communication (CNPC) Systems. The prototype to be developed will providea basis for validating and verifying proposed CNPC system performance requirements. Thisproject will demonstrate a complete CNPC system, including interfacing to a ground basedpilot station, transmission of CNPC data to/from more than one ground station, andonboard reception and transmission of CNPC data on more than one UA. The project willinclude the development of both ground and airborne CNPC radios. The development and successful demonstration of this complete CNPC system has thepotential to greatly stimulate further development and deployment of such systems oncivil unmanned aircraft.Specific potential public benefits from this cooperative agreement include improvedsafety of unmanned aircraft; through improved communication systems, data linktechnologies and protocols, and operating procedures. These improvements are intended tolead to more a complete development of relevant industry and government standards,leading to more rapid and coherent development and deployment of new CNPC systems forunmanned aircraft. As defined in this document, a CNPC Radio shall consist of thetransmit and receive electronics, data i/o interface, antenna interface, and electricalpower interface.ResponsibilitiesA)This cooperative agreement will include substantial NASA participation duringperformance of the effort. NASA and the Recipient agree to the following cooperativeinteractions to occur during the performance of this effort. NASA and the Recipientshall exert all reasonable efforts to fulfill the responsibilities stated below.B)NASA responsibilities.The following NASA responsibilities are hereby set forthbelow:a.Provide technical advisory support as appropriate and mutually agreed upon.b.Participate as appropriate in technical reviews.c.Schedule and host an annual project review at NASA GRC, including Recipient oralpresentation.d.As appropriate, furnish results and/or provide guidance based on results ofrelated in-house and other NASA sponsored research to minimize duplication and maximizingsynergy between NASA programmatic and industry efforts.e.Participate in evaluations, demonstrations, pilot debriefings and airborneobservations as mutually agreed upon.f.As appropriate, facilitate FAA/industry interaction regarding the subject of thisagreement.g.Provide access to and use of ground control facilities.h.Coordinate installation and operation of Recipient-supplied ground radio hardwareat NASA GRC facility as appropriate and mutually agreed upon.i.Conduct installation and evaluation of Recipient-supplied airborne radio in NASAaircraft as appropriate and mutually agreed upon.j.NASA GRC will obtain frequency licenses for radio operations at NASA GRC and forNASA conducted flight testing.k.NASA GRC will provide appropriate aircraft for and will conduct NASA flight testsof the CNPC radio hardware.l.NASA GRC will provide antennas, cables, data interconnection, and prime power forboth airborne and ground radios, for NASA testing of the CNPC radio hardware.m.NASA GRC will provide the data transport between ground stations and pilotstation.n.NASA GRC will provide simulated operational ground and airborne control signalsfor testing.C)Recipient Responsibilities. The Recipient shall be responsible for particularaspects of project performance as set forth below:a.CNPC radio design/develop/fabricate/test-The recipient shall conduct design and development efforts for the CNPC RadioSystem. The radio designs shall be consistent with preliminary performance requirementsas specified in RTCA Inc.s Special Committee 203 (SC-203) documentation, unlessotherwise specified by NASA. The radios shall operate in proposed radio frequencyspectrum for UAS (5030 MHz 5091 MHz and 960 MHz 977 MHz), unless otherwise specifiedby NASA.-Recipient milestones for this effort shall consist of:1.Generate Project Plan2.Develop System Specifications3.Preliminary Design Review4.Fabricate First Prototype5.First Prototype Test6.Revision Design Review7.Fabricate Second Prototype8.Second Prototype Testb.CNPC radio certification-The CNPC radio being developed under this effort is for test and validationonboard public use aircraft, thus a Supplemental Type Certificate (STC) or certifiedhardware is not necessary. The intent of this effort is to develop radio hardware thatis on a path to certification. The Recipient shall conduct the development of the CNPCradio under a process consistent with the development of a certified radio. c.CNPC radio fabrication-The Recipient shall deliver to NASA GRC two (2) sets of 1st prototype radios,consisting of two (2) airborne radios and two (2) ground based radios.-The Recipient shall deliver to NASA GRC two (2) sets of 2nd prototype radios,consisting of two (2) airborne radios and two (2) ground based radios.-At the conclusion of this effort, the Recipient shall deliver to NASA GRC four(4) final sets of radio hardware, consisting of four (4) airborne radios and four (4)ground based radios,.d.Frequency licenses for radio operations at locations other than those specifiedunder NASA Responsibilities are the responsibility of the Recipient The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 334220 and 750, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is on or about August 5, 2011 with an anticipatedoffer due date of on or about September 4,2011. NASA Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is KirkSeabloam, 216.433.5593.The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
