- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR) hereby announces its intent to issue a purchase order to the Joint Commission on Accreditation of Healthcare Organizations to provide a monograph report that identifies Respirator Protection Program best practices. Background: Some state health departments have the responsibility for the surveillance and investigation of work-related injuries and diseases in their respective states. Since the outbreak of H1N1 in spring 2009, the California Department of Public Health has been working to examine and clearly understand the risks of H1N1 as well as seasonal flu exposure and make appropriate recommendations about respiratory protection in the healthcare setting. They are currently monitoring the implementation of aerosol transmittable diseases (ATD) and respiratory protection programs among hospitals in their respective counties. The Joint Commission (TJC) collaboration proposes the development of a monograph of respiratory protection best practices for U.S. acute care hospitals. This proposed 2011-2012 project extends beyond public health practice research initiatives completed during the 2009-2010 H1N1 influenza outbreak with 16 California hospitals as well as follow-up projects currently funded in four additional regions of the U.S. during the 2010-2011 seasonal influenza period. The information gathered from these projects captures an informed view of hospital respiratory protection programs and healthcare worker usage practices. In addition, the California Department of Public Health has also developed and implemented a toolbox of resources for respiratory program administrators. Purpose and Scope: Despite recognizing the importance of respiratory protection programs in hospitals, current practice is sub-optimal, as evidenced by the challenges reported during recent influenza outbreaks. The proposed project aims to develop a national monograph of effective practices for respiratory protection programs for U.S. acute care hospitals to reinforce healthcare workers' proper use of respiratory protection. The 2011-2012 project will build upon (but is not limited to) the public health practice research initiatives by the CDC with 16 California hospitals during the 2009 - 2010 H1N1 influenza outbreak and follow-up projects in four additional regions of the U.S. during the 2010-2011 seasonal influenza period. The monograph developed by The Joint Commission will be available at no cost, educational, and easy to use. It will include a variety of effective practices and resources, and will be disseminated nationally. To develop the monograph The Joint Commission will review reports from the past CDC initiatives, conduct a literature review and a public call to identify other best practices and convene a technical expert panel to review the monograph structure and content. The Joint Commission will be responsible for the development of the monograph and, together with the CDC, establish communication structures and dissemination mechanisms. Primary Tasks 1. Review reports/ documents/ data from past 2009 - 2011 CDC research initiatives (months 1-2) 2. Conduct a robust literature review (months 1-2) 3. Announce call for examples of effective practices (months 1-2) 4. Identify Scientific Advisor (months 1-2) 5. Establish a Technical Expert Panel, eight to ten members (months 1-2) 6. Prepare a draft monograph Table of Contents for review and refinement by TEP (month 3) 7. Convene TEP via webinar (month 3) 8. Identify Editor (month 3) 9. Develop communication and dissemination strategy (month 4) 10. Update proposed monograph structure and content (month 4) 11. Develop monograph (months 4-8) 12. Convene TEP for review of draft; circulate for other internal/external review (month 9-10) 13. Revisions, layout and copy editing (month 11) 14. Production and dissemination, including press release and LISTSERV announcements. 15. Completed monograph available for free download from relevant websites Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with The Joint Commission, One Renaissance Blvd., Oakbrook Terrace, IL 60181 as the only source and a purchase order will be issued without any additional notices being posted.
