Description
Combined Synopsis/Solicitation PDF Word Format Templates for QASP and Pricing This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM33-11-T-0005 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-53 dated July 5, 2011. The North American Industrial Classification System (NAICS) code is 721110, and the small business size standard is $30.0 million. This procurement is unrestricted, allowing both large and small business to submit quotations. Retirement Services (RS) provides Federal employees, retirees and their families with benefits programs and services that offer choice, value and quality to help maintain the government's position as a competitive employer. Retirement & Benefits consists of two programs, Retirement Operations and Insurance Operations, as well as three offices that report directly to the Associate Director: Quality Assurance, Benefits Officer Training and Development, and Resource Management. RB's Benefits Officers Liaison and Development (BOLD) has a need for a single facility in downtown San Diego, CA, San Francisco, CA, Denver, CO, Boston, MA, Minneapolis/St. Paul, MN, Portland, OR, or Dallas, TX to host a five-day Benefits training which will provide a series of workshops on Retirement, Insurance, Social Security, and Thrift Savings Plan Administration. Historically, OPM has sponsored multiple training sessions at least once a year to meet the requirements of 5 U.S.C. 8350 (3) which states, "Once each year, each retirement counselor of an agency shall successfully complete training under the (Office of Personnel Management) training program." This training also meets OPM's Strategic Goal of "ensuring recognition and reward for exemplary performance of current employees and honor the careers of Federal retirees" through a strategy which improves OPM service to Federal agency benefit officers by developing service delivery models, defining standards, and measuring results. OPM intends to award one Firm-Fixed Price contract to the offeror that represents the best value to the government. The period of performance shall be from date of award through June 30, 2012. The preferred dates of the training shall be May 7 - 11, 2012. However, if for some reason the dates are not available for the facility, the contractor shall make every effort to secure either May 21-25, 2012 or June 4-8, 2012. Note that the benefits training event must be held prior to June 30, 2012. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 4:00 PM Eastern Standard Time (EST), August 4, 2011. Quotations submitted in response to this notice shall: (1) be in two separate volumes (technical and pricing) and (2) include the solicitation number in the subject line and be signed, dated and submitted via email to John.Dismond@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
