- This is a synopsis for the annual Bulk Fuel procurement for the Foreign Military Sales (FMS) program. This procurement will cover requirements for a two year period; the second year will be awarded as an option. The ordering period for the base year (first year) is the date of award through October 31, 2012. The delivery period for the base year is January 1, 2012 through October 31, 2012 with a 30 day carry over period. The estimated requirements for the base period are as follows: Turbine Fuel, Aviation (JP8), NSN: 9130-01-031-5816, Quantity: 65,300,000 USG and an option for 1,960,000 USG, MIL-DTL-83133/I.D.F. Specification No. 7-46311791-90/18E dated June 21, 2010; Diesel Fuel Oil (EN590), NSN: 9140-99-910-0459, Quantity: 19,220,000 USG, I.D.F. Specification No. 7-46311793-90/15E dated June 21, 2010, and Low Sulfur Gasoline (EN228), NSN 9130-01-423-0939, Quantity 28,940,000 USG and an option for 1,300,000 USG, I.D.F. 7-460-25024-90/16E dated September 1, 2010. The ordering period for the option period (second year) is the date the option is exercised through October 31, 2013. The delivery period for the option period is November 1, 2012 through October 31, 2013, with a 30 day carryover period. The estimated requirements for the option period are as follows: Turbine Fuel, Aviation (JP8), NSN: 9130-01-031-5816, Quantity: 86,510,000 USG, MIL-DTL-83133/I.D.F. Specification No. 7-46311791-90/18E dated June 21, 2010; Diesel Fuel Oil (EN590), NSN: 9140-99-910-0459, Quantity: 27,500,000 USG, I.D.F. Specification No. 7-46311793-90/15E dated June 21, 2010, and Low Sulfur Gasoline (EN228), NSN 9130-01-423-0939, Quantity 13,200,000 USG, I.D.F. 7-460-25024-90/16E dated September 1, 2010. Fuels may be provided from any East/Gulf Coast port or the U.S. Possessions of Puerto Rico or the Virgin Islands. Only FOB Origin tanker offers are acceptable. Award is subject to the availability of funds. Tanker size is 13,500,000 of either a single product or combination of products. The solicitation will be available on the Federal Business Opportunities web site (www.fbo.gov). The items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. Due date for offers is to be determined.
