- V A Pittsburgh Healthcare System is seeking professional design services from an architect-engineering (A/E) firm to develop preliminary drawings, working drawings, and specifications to renovate, modify, and upgrade existing Normal and Emergency Power systems at the University Drive facility. This project will include (but is not limited to): Site investigation - architectural, structural, mechanical including HVAC and control replacement, electrical, environmental services monitoring (asbestos monitoring and sampling), and site modifications Contract drawings and specifications for construction 3rd Party Construction Cost Estimate Construction period services - review of submissions, provide recommendations regarding contractor change proposals, visit construction site per VAPHS's request, and revise contract drawings to reflect as-built conditions from contractor's mark-up drawings. A/E will respond on site within an agreed-upon time period when requested. Provide File Transfer Protocol (FTP) system for use throughout duration of project. Site must be in place within 30 days of contract award. Site must remain open until final construction contract is complete and as-built drawings have been transferred. This site is intended for AE, VAPHS, and contractor use. Site must be compatible to access and open AutoCAD 2010, all Microsoft Office 2007 programs (Word, Excel, Project), and pdf files. Note: Due to requirements of certain construction submittals (i.e. finishes, profiles, shop drawings, design review drawings, specifications, construction documents, etc.) these must be delivered to COTR. Any hand-delivered submittals must also have a backup copy on A/E FTP Site. A/E FTP site must be secure (password protected), user friendly for uploading and downloading of files, and organized for easy file retrieval by the VAPHS COTR, Contracting Officer (CO), and contractors. Site must be organized with folders indicating each level of submission as outlined in this scope of work and corresponding required files. Comply with VHA Life Safety & Fire Protection Programs to have project drawing submittals reviewed by VAPHS at 50% and 100% design completion. Review based on VA standards, codes and regulations. Comply with VA Green Energy Management System (GEMS) program as per specifications: 01 74 19 and 01 01 10. Contract documents to include VAPHS requirements for Infection Protection and Control Safety Guidelines for Construction and Renovation, Preconstruction Risk Assessment for Construction Compliance and applicable requirements from HVAC, telecommunications and audio-visual design guides for VAPHS projects Project scheduling and phasing. Include in contract documents to fully update the TrueSite Workstation located at University Drive to reflect the as-built location of all fire alarm devices as well as to reflect the as-built project floor plans. This update shall include all updates to points, lists, tables, and graphics. All fire alarm devices shall be operable from the updated graphic screens as well as from the device list in a manner similar to all existing devices. Provide additions and modifications as necessary to upgrade, expand and renovate the Normal/Emergency Power Distribution System at VAPHS University Drive (UD) Division. Address the immediate need of providing adequate normal/emergency power availability and capacity to all areas of the UD site. Provide infrastructure and planning for future uses. Design a Master Plan for a normal/emergency power distribution system. Plan must consider the overall future site Master Plan for University Drive and input from the Facilities Management Service staff offered throughout design development. Plan is to include the eventual replacement of all existing components and wiring in the normal/emergency power distribution system. This will be used to update Hospital areas during future renovation and maintenance work. Design for renovation and replacement of existing normal/emergency power distribution infrastructure within funding limits of the overall project. Include Bid Alternates to fit budget limitations. Develop at least three normal/emergency power distribution system configuration options in the Schematic Design phase. Consideration must be given to system reliability, ease of incorporating updated design, space availability, type and location of equipment, and other appropriate factors. Note that final design selected for development may be a combination of options following discussions at schematic and design development Project Design Team review meetings. All options are to result in a normal/emergency power distribution system fully compliant with all applicable electrical/building standards, codes and regulations. Options are to include a plan for "sequencing" future renovations and maintenance upgrades to result in a logical extension of electrical infrastructure and efficient resource expenditure. This project must be coordinated with Upgrade Normal Power Distribution- UD Project. Interested firms shall submit three (3) copies of current SF 330 (available on-line at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF) to the attention of: Bill Matelan, Contracting Officer V A Pittsburgh Healthcare System 1010 Delafield Road 90C-A Pittsburgh, PA 15206 As per FAR 52.204-4(b): "In accordance with Section 101 of Executive Order 13101 of September 14, 1998, Greening the Government through Waste Prevention, Recycling, and Federal Acquisition, the Contractor is encouraged to submit paper documents, such as offers, letters, or reports, that are printed or copied double-sided on recycled paper that meet minimum content standards specified in Section 505 of Executive Order 13101, when not using electronic commerce methods to submit information or data to the Government. " The outer envelope must clearly identify the Solicitation Number (VA-244-11-RP-0335) and the project name (Upgrade Normal and Emerg. Power). Hand -delivered information packages will be accepted as well as those sent by US Mail or an independent delivery service. In addition to the SF-330's, please include a SEPARATE cover sheet containing the following information: NAME, ADDRESS, POINT OF CONTACT, AND EMAIL OF COMPANY NUMBER OF COMPLETED AND/OR CURRENT VA PROJECTS SOCIO-ECONOMIC STATUS OF AND DUNS NUMBERS FOR CONTRACTOR AND ALL PROPOSED CONSULTANTS Phone inquiries, faxes, and electronic submissions will not be accepted. The deadline for receipt of SF-330's by the Contracting Officer is August 22, 2011 at 3:00 PM (Eastern). Selection criteria will be in accordance with FAR 36.602-1 and VAAR 836.602. Potential vendors are bound by the clauses contained in FAR part 4.11 and 4.12 (CCR and ORCA registration, et al.) ALL CONTRACTORS' CCR REGISTRATIONS MUST BE CURRENT AND REMAIN CURRENT FOR THE DURATION OF THE CONTRACT. SDVOSB's MUST be verified by CVE and registered in VET BIZ before contract award. This is not a request for proposal and further information is not available at this time. The Government is under no obligation to award a contract as a result of this announcement.
