- The Maryland Air National Guard in Baltimore, MD intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for Construction of a new Operations and Medical Training facility (O&MT), Martin State Airport, Baltimore, MD. This project requires the construction of a new Operations and Medical Training facility (O&MT) which will consist of an Operations Wing, a Medical Wing, and an Education and Training Wing. The Operations Wing, which will be on the third floor, will house the key wing administrative functions staffed to operate in support of the 175 WG 18 PAA A-10 Mission and a future 6 PAA C-27 Cargo aircraft squadron. Functional areas include wing commander and staff, diversity training, family services, chaplains' offices, social actions, judge advocate, public affairs, safety office, conference rooms, classrooms as well as miscellaneous support spaces. The Medical Wing, which will occupy the first and second floors on the North West corner, will house the medical group's administrative and training staff functions required to provide service to up to 150 personnel during drill weekends. Functional areas include commander and staff, medical offices and a training area with exam rooms, EKG room, optometry exam room, dental exam room, dental X-ray room, audio testing room, immunization room, pharmacy, bio-environmental engineering lab, bio med storage, medical storage, sterile supply and dirty linen. The Education and Training Wing will be on the first floor at the North East corner, opposite the Medical Wing. The Training Wing will house education and training personnel, financial management, recruiting and retention, as well as testing and customer service suites. The total maximum authorized square footage for this facility is 33,700 SF (3130.8 SM) which can not be exceeded. This figure is inclusive of usable space, walls, latrines, mechanical rooms, halls, vestibules and other common use spaces. The normal ceiling height for the facility is 9 FT (2.7M) in all areas except the Multi-Purpose Room (12 FT), the Mechanical and Electrical Rooms (14 FT) and the Entry Lobby (26 FT). Finishes throughout the facility are durable, and will need to withstand a high volume of users and be applicable to the specific functional uses. Floor coverings throughout this facility will be long wearing and easy to maintain. Carpet, resilient tile and sealed concrete are common throughout the facility as are quarry and ceramic tile. Ceilings to be comprised of a standard suspended ceiling system using a color coordinated grid and 2 FT X 2 FT lay-in tegular tiles. Ceilings in special use areas will be of a type necessary to meet all health, safety and durability requirements. Interior finishes will match the base's standard color pallet. The existing mound of fill at the site will be cut down and the finished floor elevation for the proposed building is planned to be approximately at elevation 26.6 feet. Site grades will need to be lowered up to about 14 feet to achieve the proposed finished floor elevation. Foundations will consist of grade beams and pedestals bearing on pile caps supported by auger cast piles. The auger cast piles will be at least 35 FT in length and are required to be load tested by specification. The building structure consists of multiple rigid steel frames that have fully restrained extended end-plate moment connections for the beams and pinned column base plates. The ground floor is a floating slab-on-grade on free draining compacted granular material on properly compacted subgrade. Elevated floors and roofs are 4.5" slabs on 1.5" composite metal deck (total thickness = 6") on wide flange steel beam framing. The membrane-vapor barrier- insulated roofs are also flat slabs, except for the multipurpose room, to accommodate the extensive green roof system. The steel beams are not composite with the floor slabs. The multipurpose room roof is 1.5" metal deck over open web joists and wide flange steel beam framing, and is sloped 1/4 in 12 for drainage. The exterior walls are masonry veneer with sheathing on metal stud backup, except for the mechanical, electrical, and fire pump rooms, which have masonry veneer on CMU backup. All exterior walls include a parapet. The portion of the building within the 3-story footprint was designed to resist progressive collapse. Additionally, all window framing was designed to meet antiterrorism/force protection (ATFP) requirements. The curtain wall system was specified to be ATFP blast resistant, and is supported by appropriate structural framing. The mechanical and electrical systems have been designed and will be constructed in accordance with ASHRAE requirements and utilize efficient equipment and control systems. The facility has been designed and will be constructed to achieve a Silver LEED certification with the United States Green Building Council (USGBC). Magnitude of the project is between $5,000,000 and $10,000,000. Construction/contract completion time is anticipated to take approximately 487 calendar days after notice to proceed to include inspection and punch list. This is a time critical project and offerors will be given the opportunity to provide alternate pricing for completion in a lesser than required 487 days. There are significant liquidated damages associated with this project. The North American Industry Classification System (NAICS) code for this work is 236220. This is a total small business set-aside. The small business size standard is $33.5 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 5 August 2011. The tentative date for the pre-proposal conference is on-or-about 5 Aug 2011, 9:00 a.m. local time at the 175th CES Building 2100, at the Maryland Air National Guard. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for on-or-about 6 Sep 2011. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance and Price.
