Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis with Group Health Research Institute, 1730 Minor Ave., Suite 1600, Seattle WA 98101 for support of the Kaiser tamoxifen and mammographic density study. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 and the business size standard in $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The purpose of this procurement is to obtain Cumulus-based mammographic density measurements on approximately 500 breast cancer patients from the Kaiser Permanente Northwest (KPNW) healthcare system. These data are required in order to investigate the relationship between change in mammographic density and breast cancer recurrence or death among estrogen receptor (ER)-positive breast cancer patients treated with tamoxifen. The Contractor shall digitize mammographic films from KPNW breast cancer patients in order to 1) complete Cumulus mammographic density assessments; 2) prepare a dataset containing the results from these mammographic density assessments; 3) interpret the results of a study of mammographic density and breast cancer recurrence and death and prepare presentations and manuscripts from this study for publication. Group Health Research Institute (GHRI) is the only known source capable of providing the requested services. To conduct the proposed analyses relating change in mammographic density to breast cancer recurrence and/or death requires digitization of mammograms from the NCI/DCEG/HREB Kaiser Tamoxifen and Mammographic Density Study. Erin J. Aiello Bowles of the GHRI, is one of few trained expert readers of mammographic density using the Cumulus program and has several years of experience performing such assessments. Mammographic film digitization requires expert training and a mammographic film scanner dedicated to research. KPNW and GHRI both participate in the HMO Cancer Research Network (CRN), and there is an existing formal research relationship between these institutions (http://crn.cancer/gov), thereby facilitating the conduct of this project. The Cumulus method has been validated as predictive of breast cancer risk in many studies. This high level of precision in density estimation is particularly essential to this project in order to facilitate our detection of small changes in mammographic density pre- and post-tamoxifen treatment. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 4, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
