Description
The U.S. Geological Survey (USGS) intends to award a sole source fixed-price purchase order to Virtalis Inc. under the authority of Federal Acquisition Regulation (FAR 13.106-1(b)(1)), Simplified Acquisition Procedures for Ten (10) GeoVisionary Software Licenses (includes 12 months SMS) and Subsequent 12 month Support and Maintenance Service (SMS) for the ten licenses.Geovisionary is an operational 3D data visualization system with a geological toolkit enabling geoscientists to visualize, analyze, and share large datasets seamlessly in an immersive, real-time environment in support of interdisciplinary science and data integration. Characteristics unique to Geovisionary software suite include: 1.Ability to smoothly and quickly stream terabytes of terrain and imagery data. Panning and zooming actions are executed quickly with no stalling or obvious re-drawing of the scene. No other program can display the same volume of data as easily as Geovisionary on standard desktop PCs. This aspect of Geovisionary allows the user to build complex multi-scale cognitive models of natural systems far faster than if smaller non-mosaicked datasets had to be viewed separately.2.No re-sampling or degradation of the data is required in order to optimize the display of these very large scenes. Any ambiguity of the shape, size, or geographical positioning of features in the dataset is due entirely to the parameters of the original data and not to any processing necessary for display. All other comparable programs have limitations on the size of a dataset that can be viewed at its native resolution that are far exceeded by Geovisionary.3.The creation of the base imagery and terrain files that Geovisionary requires is intuitive and does not require the user to move or copy any existing datasets or acquire any special knowledge of the proprietary format. Only a basic knowledge of the characteristics of geospatial data is necessary to start and use a Geovisionary project. 4.Vector features with 3D geometry can be created and edited in a workflow that is more intuitive than other comparable programs. Few spatial feature datasets are collected with 3D information because current workflows are cumbersome in this regard. The ease with which elevation attributes can be collected in Geovisionary will encourage more users to do so and ultimately result in the release of more detailed datasets.5.The Geologic Toolkit includes terrain measuring and analytical geology tools specifically requested by geoscientists. This toolkit will allow users to more quickly understand complex geologic relationships and build accurate and meaningful maps.6.Geologic cross sections and 3D models can be imported from the subsurface geology modeling program GSI3D for which the USGS has purchased an enterprise license. To view these and other 3D models within a meaningful regional context, the USGS will require a visualization program such as Geovisionary.7.The size of, resolution of, and speed with which multiple datasets can be displayed makes conducting virtual field reconnaissance a unique experience. Collaborators can meet in an immersive 3D room and quickly and smoothly fly through a scene to many disparately-located sites and view the scene in realistic stereographic 3D with all of the layer control and editing capabilities of the desktop PC view. This ability to preview geographic sites and datasets from the office can be used to train new employees without expensive field trips and could potentially save days of field work. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT.Notwithstanding, any firm that believes it is capable of meeting the USGS requirement as stated herein may submit a capability statement, proposal, or quotation, which shall be considered by the Agency (FAR 5.207(c)(16)(ii)).
