- Description
- DESC: The U.S. Department of Commerce, National Marine Fisheries Service, Protected Resources Division in St. Petersburg, FL intends to award a Purchase Order to the access and captures of sea turtles in Northern Gulf of Mexico. The Southeast Fisheries Science Center (SEFSC) routinely conducts research using satellite tags deployed on marine species. Satellite tags are used to determine spatial distribution, assess annual survival rates, better understand habitat use, and determine the impact of fisheries interactions on marine species. The SEFSC will be conducting research on very small, very young sea turtles in the Gulf of Mexico. This size-range of turtle (typically <25 cm carapace length) is too small to be detected by aerial surveys operating in the Gulf of Mexico and elsewhere. Habitat and pelagic communities critical to the successful completion of their oceanic life-stage have likely been damaged by the Deep Water Horizon MCS 252 spill. The greatest obstacle to recovery efforts and mitigating the impacts of the oil spill for sea turtles is the paucity of data regarding their oceanic stage distribution and habitat use in the Gulf. Using satellite telemetry, the SEFSC will conduct research on movement, survival, and habitat use of very small (12-25 cm carapace length) neonate sea turtles using satellite tags. Objectives • Identify how neonate turtle distributions correlate with past (and, if applicable, present) oil-impacted areas associated with the MCS 252 spill. Scope This research will provide information to better evaluate the impacts of the spill MCS 252 and guide restoration activities. Up to 40 oceanic stage neonate sea turtles will be satellite tagged. This work shall occur in concert with an existing NRDA oil spill-related Sargassum project where the same turtles will be tested for oil exposure. Turtles shall be netted or hand-captured from the surface and brought onboard IRG vessels where the project Principal Investigator shalll satellite tag and release the turtles. The study shall end once 40 sea turtles have been collected and satellite tagged. Specifications: • Provide access to up to 40 oceanic stage sea turtles captured within the Gulf of Mexico; sampling regions to be determined by NRDA Sargassum plan. • Provide personnel and equipment needed to capture these turtles. • Capture turtles are from mid August through late November 2011 depending on weather, sea state and turtle availability. • Contractor shall have the appropriate federal and state permits, experience capturing turtles, from the wild and handled at least ten (10) oceanic-stage turtles (<30 cm carapace length). NOAA Fisheries shall provide all satellite tags, tagging equipment, personnel to attach tags and attachment supplies. The NAICS code for this action is 541990. Small business size standard shall not to exceed $7.0M. Award will be made based on best value to the government. The Request for Quotation documents will be available on or about 15 calendar days after posting of this notification and can be uploaded from this website. Interested firms may also request a copy of the solicitation via email to the Sharon Walker at Sharon.walker@noaa.gov or by fax to 816-274-6983, referencing this announcement number. All responsible sources may submit a bid, which will be considered by the agency. This service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Par Part 36 Construction. The Eastern Region, Acquisition Management Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). NO award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at www.bpn.gov.
