Description
The U. S. Department of Commerce, NOAA, Eastern Region Acquisition Division-Kansas City and the National Weather Service (NWS), intend to purchase from Eagle Alloys Corporation for 50 each, 18 Feet (216 inches in length), Extruded Aluminum Raceway, Blank Item that can be modified/altered to fit either Right or Left Side, IAW Drawing No. 62828-90293, Rev D, NSN: NWS1-11-320-0003; ASN: S100-2RW. This item is being purchased for the National Weather Service (NWS), Automated Surface & Operation System (ASOS) spare parts program to be delivered to the National Logistics Support Center, Kansas City, MO. The ASOS utilizes extruded aluminum rails as part of its sensor mounting sub-assembly. These specific type of rails, based on the dimensions specified by the die number, PAS-26199, were tested at considerable Government expense for the original baseline configuration, which was approved for the ASOS by the NWS, Federal Aviation Administration (FAA), U.S. Department of Navy, and the U.S. Department of Air Force. The aluminum rails are specifically designed and manufactured for the ASOS to accommodate existing power conduit, fiber optic cable lengths, and weather sensor mounting hardware. Any other manufacturer's rail, if in existence, cannot be integrated into the existing ASOS baseline design, currently in use at over 1,000 field locations worldwide without extensive integration testing, modifications to existing power and signal cables, and new sensor mounting hardware. These expenses could not be recovered through open competition for any substitute extruded aluminum rail. This is not a request for proposals and there is no solicitation available at this time. The anticipated award date shall be within 15 calendar days after the date of this publication. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, furnish detailed information concerning their capability to provide this product. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item. Offerors may send their proposal to email address karen.l.christian@noaa.gov or fax to 816-274-6952 ATTN: Karen Christian. The NAICS code for this requirement is 335999. All responsible sources may submit a quote which will be considered by the Agency. All contractors doing business with the Central Region Acquisition Division (CRAD) must be registered with the Central Contractor Registry (CCR) or certification of registration in the Online Representations and Certifications Application (ORCA). This is a Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper Representations and Certifications (Reps & Certs) process. No award can be made unless the vendor is registered with CCR. For more information and to register with the CCR and ORCA, please access the following websites: http://www.ccr.gov/ and http://www.bpn.gov. In order to register with the CCR and ORCA offerors must have a Dun & Bradstreet number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at http://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505.
