- SYNOPSIS: The U.S. Army Corps of Engineer (USACE) Middle East District intends to solicit names of construction firms experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. This announcement is for the construction and renovation of Classroom and Dormitories Bathroom Renovations: to renovate/reconstruct 101 bathrooms in seven dormitory buildings 2501 through 2507. Classroom and Dormitories Bathroom Renovations: to renovate/reconstruct bathrooms in one classroom building, 2606. The buildings are multistory. The bathrooms are to be completely rebuilt and brought into operation with new electrical, power generation, fuel storage, water supply, and new wastewater/drains. On the exterior of the building, a central water tank farm with storage tanks and pumps and black water storage and collection system shall be designed. Renovate and commission one (1) 5,000 barrel above ground welded mogas fuel storage tanks for JP-8. The construction shall include pumps and control circuits at the truck loading and off loading stations. Renovate the existing gas station adjacent to the existing Iraq Air Force College to include tanks, piping and pumps for two circuits, one for diesel and for gasoline. Reuse existing above ground fuel storage tanks at Tikrit or at Hawk Base. The existing below ground tanks will be emptied and filled with sand. All facilities are located on Tikrit Air Base, Iraq. This solicitation is consolidating the requirements to obtain offers for a single contract to satisfy the above four requirements. The contractor shall comply with all base security requirements. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $1,000,000 and $5,000,000. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 23 Aug 2011. The proposals will be due on or about 27 Sept 2011. Contract award is scheduled on or about 14 Oct 2011. PROJECT SCOPE: The U.S. Army Corps of Engineer (USACE) Middle East District has the requirement to design and construct facility renovations on Tikrit Air Base, Iraq. This will be a full design solicitation therefore, design experience will not be requested. The contractor may be required to verify topographical and geotechnical information to confirm the civil and final designs. The project primary facilities include renovation of four distinct facilities; Renovate bathrooms in 2501-2507; Renovate bathrooms in 2606; Gas Tank Renovation; Gas Station Renovation. All work identified in the Scope of Work shall be completed approximately within 365 calendar days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued only to prime construction contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The Lowest Price Technically Acceptable (LPTA) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract awarded based on LPTA determination. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted.
