Description
Yellowstone National Park has assigned to an YNP Concessioner, Xanterra Parks & Resorts (XPR) uses of Bombardier Snow Coaches to transport visitors and freight within Yellowstone National Park during winter operations. The Bombardiers in use in Yellowstone National Park were built in the 1960's with three having been built in 1978. All have been in operation since they arrived in the park and are on their original steel chassis. They travel park roads where snow depths and road conditions are continually changing. They may travel in fresh snow depths exceeding twenty inches or on hard-packed snow with substantial ruts and ice. They operate on a track system with metal cleats. Each Bombardier has a maximum passenger load of ten people with luggage being placed on top and skis placed in racks on the back; passengers sit along the sides and rear facing each other. Side windows are small and a small ceiling hatch provides an outside view when the vehicle is stopped. The vehicle shell consists of sheet metal and is replaced on an as-needed basis with parts still available from the original Canadian manufacturer. Current maintenance is done in-house by XPR mechanics. The proposed Winter Use Plan Environmental Impact Statement requires all over-snow vehicles meet Best Available Technology (BAT) emissions and sound certification for the 2013-2014 winter season. Preliminary assessments conducted by XPR found that the Bombardiers do not meet the BAT emission or sound requirements. Yellowstone National Park is seeking vendors who are interested and can restore, repower and rebuild a 1969 Bombardier Snow Coach, #703, to like-new condition and to meet BAT standards for emissions and sound certification requirements proposed in the Winter Use Plan Environmental Impact Statement.
