- SOURCES SOUGHTFORMICROWAVE RADIO SYSTEM UPGRADE, HOOVER DAM, NEVADA This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation has a requirement to replace its 14 GHz microwave Radio System with 7 GHz equipment. This work is located at three separate work sites in Nevada: Hoover Dam, Red Mountain and the Boulder City water building. The principal component of work requires a complete turnkey installation of a new 7 GHz microwave system that is fully operational and ready for use. The contractor shall supply all materials (including hardware, software, accessories, and spare parts), personnel, tools, equipment, and vehicles necessary to complete a turnkey microwave installation at the three sites. The contractor shall also provide training for six technicians in the operation, maintenance and programming of this equipment. Salient characteristics of the required system are as follows: a. Hot-standby 7 GHz two-hop (Red Mountain to Hoover dam and Red Mountain to Boulder City) microwave radio system with an integrated, embedded, standards-based, highly secure, over-the-air AES encryption, secure management access and integrated RADIUS capableb. Secure management provides secure access to radios over unsecured networks, protects the radio from accidental or intentional mis-configuration, provides centralized access control and a security event log to record all management activity, increases accountability and improves troubleshooting. FIPS-140-2 compliant.c. Payload encryption secures wireless data and in-band data and out-of-band management traffic. FIPS-197 compliance provides the security recommended by the U.S. NIST for data through the year 2030.d. Integrated RADIUS capability enables authentication, authorization, accounting, tracking and logging of all users (including account activity and IP addresses). e. The security described above is equivalent to typical Wi-Fi and WiMAX network security.f. Radio security must protect against interception via "payload encryption" of data, "sniffing" and "man in the middle" attacks. The proposed contract will be a firm fixed-price service contract. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The small business size standard is for NAICS Code 334220 is 750 employees. The Bureau of Reclamation, Lower Colorado Region, is seeking responsible sources having capabilities to perform the work. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. Capability statements are to be submitted not later than August 1, 2011. The capabilities package submitted should demonstrate the firm's experience and capability to perform the principal components of work provided above. Packages should include the following information: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of projects completed where the work involved furnishing and installing microwave radio systems similar in size and scope as described above. The project list should specify the types of microwave radio systems installed. For each project listed, provide the following: dollar value of the job, the facility name, facility location, and the customer's contact name and phone number for the work completed. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice. All responses to this sources sought notice shall be provided to Dennis Campbell/LC-10215, Contract Specialist, P.O. Box 61470, Boulder City, Nevada 89006, or via e-mail DLCampbell@usbr.gov. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
