Description
This is a SOURCES SOUGHT. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this sources sought. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Army Corps of Engineers - Tulsa District has been tasked to solicit for and award a project/procurement to include geotechnical and construction material sampling, testing, surveying, analysis and design for various civil works, military, and environmental projects located within the Southwest Division, Army Corps of Engineers' boundaries. Proposed project will be a firm-fixed priced contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. FULL DESCRIPTION OF THE PROJECT TO INCLUDE 1. Architect-Engineer IDIQ Contract with a Base Period of 2 years not to exceed $3,800,000 plus three (3) 1-year Options with a not to exceed amount of $1,900,000 each. Total will be 5 years not to exceed $9,500,000. 2. NAICS Code: 541330 3. SB Size Standard; $4.5 million 4. Average size of one Task order: over $100,000-$500,000 5. Maximum size of Task order: $1,000,000 6. Geographical scope information, if applicable. Tulsa District boundaries Services will include geotechnical drilling, sampling, field and laboratory testing, analysis of geotechnical and geological data, inspections, designs, (to include foundation designs, pavement designs, landfill designs and designing cleanup of contaminants) and preparation of studies, reports, and engineering recommendations on a wide variety of geotechnical and geological tasks. The contractor must have extensive knowledge and past practice in geotechnical and geological issues associated with dams, levees, building foundations and pavements, safe drilling and sampling practices, and have or able to procure Corps of Engineers laboratory accreditation. Under FAR 52.219-14, Limitations on Subcontracting, Small Business firms are reminded of this requirement to self perform at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern for service-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Award will be based on overall contractor qualifications in accordance with FAR Part 36. Anticipated solicitation issuance date is on or about August 2011, and the estimated proposal due date will be on or about September 2011. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov. Firm's response to this Sources Sought shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in submitting SF330's when the synopsis is issued. 3. Firm's capability: The Government will be seeking qualified, experienced firms capable of providing full spectrum geotechnical and materials services in support of projects such as modifications or design and construction of dams, levees, channels, military installations and bases, primarily within Tulsa District boundaries, however, work may be performed within the larger area of the Southwestern Division 4. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute the full spectrum geotechnical and material services or comparable work performed within the past 5 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 5. Firm's small business category and Business Size (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) 6. Firm's Joint Venture information if applicable - existing Interested Firm's shall respond to this Sources Sought Announcement no later than 5 August 2011, 4:30 pm (central time).
