- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following item in support of the Foreign Military Sales (FMS) Brazil Navy S70-B Program, Support Equipment/Weapon System: Fuel Quantity Test Set, P/N: DE8491N, qty- one (1) each. The Fuel Quantity Test Set, P/N: DE8491N is specifically listed in the Navy Calibration Equipment (NCE) Standard Items, indicating that they are the preferred calibration standard items to be used in the specified ICP and listed equipment name and manufacturer in the specified Instrument Calibration Procedure (ICP) listing required equipment. The Fuel Quantity Test Set has been modified to meet U.S. Navy Environmental and Electro-magnetic Interference requirements. The Delivery FOB Destination to the specified ship forwarder with packaging and packing in accordance with MIL-STD 2073, (Standard practice for military packaging). The Government intends to procure these items under the authority of 10 U.S.C. 2304(C) (1), as implemented by FAR 6.302-1. Flightline Electronics, Inc., of Victor, NY, is the original equipment manufacturer (OEM), and as such, is the sole designer and manufacturer for the above identified item. As the OEM, Flightline Electronics, Inc. owns the proprietary design rights to the system and all its components. They solely possess the technical drawings, specifications, and data relevant to manufacture, repair, and comply with the original government specifications. They can guarantee the equipment meets the original performance characteristics, design features and operational instructions that the ICPs were written to. The Government does not own any data, or other specifications to permit full and open competition. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government.
