- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purpose: The purpose of this solicitation is ensuring all facilities occupied by the U.S. Army EPG at Fort Huachuca, AZ comply with OSHA regulations 1910.157(e) and 1910.157(f) for portable fire extinguisher inspection, maintenance, and testing. The contractor will also observe the current version of the Nation Fire Protection Association (NFPA) 10 requirements for portable fire extinguisher inspection, maintenance, and testing. Scope or Mission: Assurance of properly inspected and maintained portable fire extinguishers is integral for the U.S. Army EPG to accomplish its mission in a secure environment and attuned with Federal regulations. Period and Place of Performance: The anticipated Period of Performance (POP) is a 12-month base year and four one-year option years. All inspections, maintenance, and testing of portable fire extinguishers shall take place with Government personnel escort at U.S. Army EPG facilities at Fort Huachuca, AZ. Background: The U.S. Army EPG headquarters is in Fort Huachuca, AZ, encompassing approximately 30 facilities with approximately 573 portable fire extinguishers. Per NFPA standards, portable fire extinguishers require annual inspections with hydrostatic testing every 12 years, based on the type of extinguisher, and 6-year internal examination for fire extinguishers that require 12-year hydrostatic testing. Performance objectives: Contractors shall supply a Performance Work Statement (PWS) outlining innovative ways to comply with OSHA and NFPA 10 standards for portable fire extinguisher inspection, maintenance, and testing. CLIN structure includes annual inspections, 6-year internal examination, 12 year hydrostatic testing, and refills & replacement parts. In addition to complying with NFPA and OSHA standards, all maintenance must honor the manufacturer's warranty. Potential contractors shall comply with all applicable federal, state, and local laws and codes regarding working conditions, hours of employment, overtime regulations, methods and rates of pay and any other regulations regarding employer-employee relationships. Any Operating Constraints: Contractors shall be liable for damage to fire extinguishers from contractor negligence, and during transportation.
