Description
The US Army Corps of Engineers, Rock Island District, intends to procure Trimble survey grade instruments currently on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The US Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed-price contract with Precision Midwest, Ltd. of Warrenville, IL. Precision Midwest, Ltd. is the only known company, we presume, selling the two Trimble GPS receivers, total station and level needed that will be compatible with the current equipment owned. These are currently used on a weekly basis for topographic and engineering surveys at the Rock Island District. Introducing a different equipment manufacturer and support/maintenance entity, we presume, will jeopardize the communication link between the existing receivers and data controllers. The existing survey equipment controllers are upgradable and can readily be customized for the R-8 GNSS and S-8 functionality. The existing batteries/chargers/cables are all compatible with this proposed purchase, which results in cost savings and better management/organization/logistics for the field-crews. The NAICS code for this procurement is 423690 with a size standard not to exceed 100 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Friday August 5, 2011 @ 2:00 PM CST. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The US Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to receive a government award, a firm must be registered in the DoD Central Contractor Registration Database (CCR) (www.ccr.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
