Description
EVALUATION OF LIGHTING SCHEMES FOR OFFSHORE WIND FACILITIES AND IMPACTS TO LOCAL ENVIRONMENTSPLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This notice is being issued in accordance with FAR Part 5. This procurement is being conducted in accordance with FAR Part 15. The Department of the Interior (DOI), Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE), intends to competitively award a contract for a study entitled Lighting Schemes For Offshore Wind Facilities and Impacts to Local Environments. The BOEMRE, Procurement Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) in order to receive Government contracts. The Government intends to award a cost-reimbursement contract for this effort. The applicable NAICS Code is 541990. The period of performance of the resultant contract is expected to be for 12 months from award. The anticipated budget range for this study is estimated at $175,000 to $225,000.Background: The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) has ongoing studies and planned studies investigating the impacts of lighting on oil platforms. However, none of these studies are investigating the impacts of lighting on offshore wind facilities. Given the DOI/BOEMRE authority under the Energy Policy Act (EPAct), and the various points it must consider under the Outer Continental Shelf Lands Act (OCSLA) and the National Environmental Policy Act (NEPA) the BOEMRE needs to garner a better understanding of the potential impacts to the environment from the development of offshore renewable energy projects, and to identify specific mitigation measures that can be taken to reduce or avoid such impacts as offshore renewable energy development proceeds.Purpose and Objectives: The purpose of the study is to identify potential lighting schemes for offshore wind facilities on OCS and the potential impacts from each scheme. The study will encompass three broad objectives: 1.A compilation of the current guidelines, rules, and regulations for obstruction and navigation lights for offshore wind facilities and describe various schemes that are used world-wide. This includes a description of navigation and obstruction lighting schemes used at existing offshore wind facilities world-wide.2.A thorough literature review of scientific studies of the potential direct and indirect impacts of various lighting schemes to coastal and marine wildlife (i.e., birds, bats, marine mammals, sea turtles, and fish). At minimum, this review shall include species that are most susceptible to lighting, species that exhibit avoidance and attraction behaviors, and the cumulative impacts of multiple wind facilities. 3.An inventory of measures used to mitigate impacts to wildlife and to coastal communities, historic properties, and recreation.
