Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-52 dated 5/31/2011. The Export-Import Bank of the United States intends a sole source award for full text journals and premium titles in economics, finance, and accounting from Ebsco's Business Source Premier database. The award will be for a base year valued at approximately $23,730.00, plus four consecutive twelve month options. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Export-Import (Ex-Im) Bank of the United States' Research Library has a requirement to purchase an online database that indexes over 3,300 periodicals and contains full text for over 2,100, covering business, management, economics, finance, accounting, international business, etc. Full text is provided back to 1965, and searchable cited references back to 1998. Unlike the complex search interfaces of databases used by Research Library staff, Ebsco's Business Source Premier offers a simple, streamlined search with easy-to-understand options. Users can download most articles as PDFs, an easily readable format. Research Library staff can set up alerts that are automatically sent to users, alerting them in real time of new articles of interest. Many other periodical databases deliver articles with graphics such as photos, charts, and tables stripped out. Ebsco's Business Source Premier PDF-based articles leave in all graphics as they originally appeared, greatly enhancing an article's readability and content. The database is the only news source that is deployed to all Ex-Im desktops for individual use. It offers full text stories to thousands of article sources. Users access the content very simply; no username or password is required for use. Ebsco's Business Source Premier is used to answer questions from many Bank divisions, including Export Finance, Credit Underwriting, Country Risk, the Board/Executive staff, and CFO/Asset Management. Premium Articles and Research Reports Business Source Premier offers several series of premium articles reports in their service. These reports are not available through our other subscriptions and would be prohibitively expensive if purchased individually. Some of the invaluable, premium titles the Ex-Im Bank staff use from Ebsco are: • Harvard Business Review • Datamonitor • Air Transport World • China Business Review • Journal of Accountancy • Air Cargo World • Emerging Markets Finance & Trade • Emerging Markets Monitor • Past Performance The Research Library believes Ebsco is the only source that can provide this specific mix of full text news, in an easy-to-use format for bankwide use. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-2 (b) (Evaluation -Commercial Items (Jan 1999)); 52.212-3 (Offeror Representations and Certifications-Commercial Items (May 2011)); 52.212-4 (Contract Terms and Conditions-Commercial Items (June 2010)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2011)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2000)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services. Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Provide periodicals database including premium titles with full text and graphics • Provide simple streamlined search with easy to understand options • Provide full text news back to 1965, and searchable cited references back to 1998 • Past performance.
