Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 541990 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $7 Million. The National Institute of Cancer (NCI), Clinical Genetics Branch, is anticipating re-competing a full and open competition contract for support for interdisciplinary clinical cancer genetics research studies in humans. This support services contract is essential to provide the major source of research-related administrative, clinical nursing, genetic counseling and logistic support services for the Clinical Genetics Branch (CGB), HGP/DCEG/NCI. CGB's mandate is to integrate molecular and clinical observations in cancer genetics into an interdisciplinary approach involving epidemiologic, clinical, genetic, behavioral, statistical, and laboratory methods, aimed at developing evidence-based management strategies for persons at increased genetic risk of cancer. The central research strategy relies upon the detailed assessment of individuals from cancer-prone families, clinical/epidemiologic/genetic analysis of second cancers and other outcomes among treated cancer patients, or other high-risk populations, such as those with persistent human papilloma virus (HPV) infection. The contract provides nursing and research support for our family studies and intervention trials. We also use this contract to provide infrastructure to support pilot investigations of potential new family studies, which could be a prelude to larger studies, and to address public health genetic education needs related to various ongoing projects. Given the highly collaborative nature of our work, the contract supports the work of scientific collaborators involved in our projects, who may be located in multiple Division of Cancer Epidemiology (DCEG) branches, including CGB, the Biostatistics Branch (BB), and the Hormone and Reproductive Epidemiology Branch (HREB); other Intramural NIH research programs, and extramural investigators in both the US and abroad. Some of the major activities of the contract include: 1) Providing research nursing support including contacting family members; enrolling family members; obtaining clinical information and records; requesting pathology slides for diagnosis confirmation; arranging for family members to be evaluated by CGB investigators in the Cancer Genetics Clinic at the NIH Clinical Center; performing phlebotomy; arranging and conducting field trips to evaluate family members; verifying information for the family registry database; developing and providing educational materials for participants; and participating in genetic counseling and risk notification; 2) Maintaining a locked medical record room to which CGB investigators have immediate access; 3) Developing coordination and liaison at a local or international level with collaborating investigators or institutions whose cooperation is needed for the conduct of a study; 4) Assisting in the design and pilot testing of forms required for field investigations (e.g., questionnaires, abstracting forms, coding forms, manuals for field procedures and other documents); 5) Hiring, training and supervising field personnel (interviewers, abstractors, and others); 6) Identifying study subjects, including locating cancer patients and/or their relatives, selection of controls through such methods as random digit dialing and acquisition of appropriate study population rosters or files; 7) Collecting clinical research data (interviewing/record abstraction, biologic specimen collection and processing); 8) Coordinating the acquisition and distribution of biological specimens, including interactions with CGB's biospecimen processing laboratory, biorepository, DNA Extraction and Staging Lab (DESL) and the laboratories of collaborating investigators; and 9) Maintaining quality control and standardization so that appropriate and valid data result. To be deemed capable of providing the current need for the contract the offeror must submit a tailored, written capability statement. Organizations that submit capability statements in response to this notice will be evaluated against the following technical areas of experience and expertise: 1. Personnel/Experience: a) Demonstrated organizational experience in conducting and simultaneously managing concurrent, multiple, large (including international) epidemiologic investigations and family studies; b) Demonstrated experience with oversight of large, complex contracts; c) Demonstrated training and experience relative to the ethical conduct of human subjects' research, including familiarity with federal regulations (including US Code 45CFR46) which govern the same; d) Ability of the Offeror to respond quickly to changes in priorities and to supply support to urgent new efforts as directed by the Project Officer; e) Proposed nursing staff must have experience in cancer genetics and clinical research involving human subjects; f) The Offeror must demonstrate how it will accomplish the task of attendance at face-to-face discussions, on a nearly daily basis, between the NCI project officers and the Project Director and/or nursing staff or project managers of individual studies in order to monitor and review progress on project activities; g) Demonstrated experience of the principal investigator, his/her professional qualifications and specific experience as a key investigator in large international genetic epidemiology studies with biospecimen collection, including blood and or buccal cells and tumors. h) The Offeror shall demonstrate that the proposed investigation team and staff have previous experience in carrying out simultaneous family- and population-based studies in multiple geographic areas, including subject identification and recruitment, design of data collection instruments, data collection, biospecimen collection and shipping, and coding (standard disease, occupational, and geographic) and keying of data; and 2. Facilities: The Offeror shall have the necessary dedicated office space and accommodations to fulfill the contract requirements. Organizations shall provide a description of medical record room security, accessibility of medical records to NCI staff, and tracking of records. The Offeror must demonstrate how it will maintain the Family Studies Medical Record Room at a secure location which will assure that patient records will be delivered to the Project Officer at the Executive Plaza South Building, 6120 Executive Blvd, Rockville, Maryland within thirty (30) minutes of a request 3. Technical: The Offeror must have secure data storage and transfer capability that can be compatible with personally identifiable data transfer to and from NCI secure networks.
