Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source contract to Sonardyne, 8280 Willow Place Drive, Suite 130, Houston, TX 77070 for the acquisition eight (8) lightweight release transponder (LRT) Alkaline Batteries, P/N: 620-5772. These batteries will replace lost or damaged units that have been used with NSWC PCD ™s Sonardyne systems, in use since 2007. It is imperative that units purchased for the system is 100% compatible and easily integrated with the existing hardware and software of the Sonardyne system. This level of compatibility and integration are required to prevent errors in positioning. Should different part number/manufacturer be purchased, it would undoubtedly increase the overall cost of the effort to the Government, the above notwithstanding. Time and material would be required for integrating this Service into the system. Additionally, time would be required for training all Test Range personnel in its operation. The extra time and effort devoted to such tasks would have a negative impact on the current test schedule of the range. If it is not compatible than the test operations will prove to be extremely expensive. Due to immeasurable financial and programmatic repercussions going with another vendor is not in the best interest of the Government. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. These units will be delivered to the Naval Support Activity “ Panama City, Receiving Officer, Building 100, 110 Vernon Avenue, Panama City Beach, FL 32407. A Firm Fixed Price order is anticipated.
