- U.S. Army Contracting Command - APG, Natick Contracting Division, has a requirement for the retrofit of approximately 262 USMC 3 Season Sleeping Bags and 1,270 3 Season Bivy Covers. The Government anticipates awarding one (1) Firm-Fixed Price Order to Propper International, a large business located in Mayaguez, PR. This order is being awarded to retrofit the Gen I USMC 3 Season Sleeping Bag and Bivy Cover to incorporate improvements currently incorporated into the Gen II system. Retrofitting the Gen I sleeping bag requires adding three lacing loops with 3" opening on the upper perimeter of the bag which are the attachment points for the bivy cover. Marines reported lack of a sleeping bag/bivy attachment as a shortcoming during its in OEF in 2010. The retrofit also includes adding 3/8" to 1/2" eyelets at the end of the sleeping bag hood. The eyelets provide an attachment point for proper positioning of the outer sleeping bag around the face when it is used over the 3S sleeping bag. The hood eyelets are being provided on the W911QY-10-D-0014 production contract. The contractor shall use their in-house quality standard for inspection and acceptance based upon the guide sample and approved production sample. Retrofitting the Gen I bivy into the Gen II bivy requires removing the front hood assembly and replacing it with the updated hood assembly being produced on W911QY-10-D-0014 contract. Propper has provided a retrofitted Gen I item to Natick to demonstrate its equivalency to the new Gen II item. The updated hood assembly overcomes shortcomings in waterproofing and lack of sleeping bag/bivy attachment feature reported by Marines during use of the Gen I item in OEF in 2010. When the OEF shortcomings were identified, the 1,270 Gen I bivies were already produced but not fielded. The contractor will leak check the attachment seam from the new hood to old bivy material to validate waterproofness, and do the same quality assurance inspections on the hood assembly as they do today on the D-0014 production contract. The effort will be conducted on-site at USMC facilities in Camp Pendleton, CA and Camp Lejeune, NC. The North American Industry Classification System Identifier for this procurement is 315999; the Small Business Size Standard is 500 employees.
