Description
The Naval Surface Warfare Center “ Panama City Division (NSWC PCD) is hereby conducting a market survey of all potential sources for scientific improvements to the technology of handheld buried object detector [including ground penetrating radar (GPR), metal detection, etc.] The purpose of this effort is to inform future developmental and test efforts for this capability. This market survey in no way binds the Government to offer contracts to responding companies. The areas of technology interest are, but not limited to: (1) Improve sensor capability; (a) Improve probability of detection and reduced false alarms. (b) Sensor fusion, i.e., multiple sensors in one package (c) Increase ground penetration depth (d) Low-ferrous metallic, non-ferrous metallic and non-metallic target detection (e) Wire detection (f) Explosive material detection (g) Discrimination of man-made objects and materials (2) Improve sweep geometry; (a) Ability to track the sweep area for training or operational use, i.e., know where the sensor head has been and monitoring sweep effectiveness (b) Provide a plot of swept area (c) Increase coverage area per pass (sensor configuration) (3) Reduce operator fatigue (a) Improve ergonomics (b) Longer operator endurance (c) Improve battery life (d) Reduction in weight and improved weight balance & carriage (e.g., sensor head weight vs. weight on forearm or belt/back) (e) Compact and collapsible for field carry (f) Reduce start-up time and field calibration requirements (4) Provide 2 or 3-dimensional visualization of buried object on demand when detected. (a) To include detector-mounted, wrist-mounted or helmet-mounted visual displays (5) Confirmation detectors with higher fidelity after initial detection to further reduce false alarms (6) Intuitive, user-friendly operator interface (7) Capability to integrate and communicate with other detection systems and C4I systems (a) Record and transmit confirmed target location (b) Store target data, allow for a user-updatable common target library (8) Modular operational design that allows mission-tailored configuration (9) Modular maintenance design that allows for improved reliability and component interchange in the field (10) Ruggedized design to withstand harsh combat environments, to include extreme temperatures, salt water, and day/night operations Responses to this Request for Information should include supporting materials that provides a demonstration of your company ™s capabilities, experience, and overall understanding of the evaluation criteria that NSWC Panama City Division has identified. The following information is requested. A development cost rough order of magnitude (ROM) is requested where an off-the-shelf estimate is not available for the criteria listed above. 1.Description of the hardware configuration and concept as it applies to the evaluation list above. 2.Product development history and current status. 3.Product application and history of fielded systems. 4.ROM cost and development schedule for a component or prototype system. 5.ROM cost and lead time. 6.US Military applications including points of contact (POCs), if available. NSWC PCD requests your responses by 5:00 pm (CST), on (8/23/2011). Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD strategic planning. Information provided will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. At no cost to the government, responding vendors may continue technical dialogue with this market survey ™s Technical Point of Contact after the initial response is provided.
