- (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued.(ii)This is a Request for Quotes (RFQ) and the solicitation number is P11PS41387, NER - FLNI - Flight 93 National Memorial requires the following: Portable Toilets and Lavatories. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. (iii)This solicitation is a total small business set-aside, NAICS 562991, Septic Tank and Related Services, with a small business size standard of $7.0 million dollars. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service, Flight 93 National Memorial has a requirement/need for Rental of sixty-six (66) Standard Portable Toilets (units with standard commode, urinal and sanitizer dispenser), Six (6) Handicap Portable Units, four (4) Deluxe VIP Units and ten (10) Lavatories (sink) Units. (v)DESCRIPTION OF REQUIREMENT: The scope of this work includes all labor, equipment, materials (associated supplies and sanitary services); delivery, pickup and overhead to 2011 Flight 93 National Memorial ceremony. Delivery shall be coordinated with National Park Service (NPS) Contracting Officer's Representative (COR). The vendor shall supply equipment that meets or exceeds the following requirements: All units must contain wall and floor vents, flooring must be slip-proof. All units must contain: spring-loaded, lockable doors with exterior occupancy indicators (doors must swing and close properly and securely), lockable dual toilet paper holder, hand sanitizer dispensers (which shall be filled on every service visit), and urinal. Handicap accessible units must be wheelchair accessible and contain safety grab bars. All units shall arrive and be maintained in a clean and serviceable condition. Units shall be delivered on September 8, 2011 between the hours of 10:00 AM and 1:00 PM. All units will be serviced and restocked on September 10, 2011, including Six (6) National Park Service (NPS) permanent vault toilets between the hours of 3:30 PM and 5:30 PM and on September 11, 2011 after 5:00 PM. All seventy-six (76) vendors owned units and ten (10) Portable (sink) Lavatories will be picked up on September 13, 2011 ANYTIME. (xi)The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. (xii)A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xiii)PERIOD OF PERFORMANCE: September 8, 2011 - September 13, 2011.
