Description
This is not a solicitation or Request For Proposal (RFP). The National Park Service, specifically Intermountain Regional Contracting Office intends to award on a sole source basis with Front Range Research Associates, Inc. as follows: This project will result in a National Historic Landmark nomination of the Trujillo Homesteads, which consists of two homestead properties in Alamosa County: the Teofilo Trujillo Homestead (archeological site) and the Pedro Trujillo Homestead (building cluster). Teofilo Trujillo was one of the first Hispanic ranchers to settle in the San Luis valley (c. 1866) was one of the area's largest sheep raisers. He also became a target of intimidation by Anglo-American cattle operators, and his house was burned to the ground. In 1897, following the destruction and sale of his father's property, Pedro Trujillo established his homestead. Through this project, the contractor will produce a National Historic Landmark (NHL) nomination package that meets the requirements established for NHL nominations by the National Park Service (NPS). Period of Performance: Aug 1, 2011 to Aug 8, 2011 The award will be a firm fixed price purchase order. The statutory authority for other than full and open competition is 41 USC 253 ( c ) (1) as implemented by FAR 6.302-1, only one responsible source (See Sole Source Justification below). The North American Industry Classification Code (NAICS) for this acquisition is 541690 with a small business size standard of $7.0M. Front Range Research Associates, Inc is the only party known to the National Park Service who can provide this service. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by the National Park Service. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow the National Park Service to determine if the party can meet all of the foregoing requirements. Capability statements must be e-mailed to elizabeth_hunter@nps.gov by 10AM MT, Friday, July 29, 2011. No phone or fax inquires will be allowed. The determination to compete or not to compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. SOLE SOURCE JUSTIFICATION 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Under the authority contained in 16 U.S.C. 1g, the 1935 Historic Sites Act (16 U.S.C. 461-67) and the National Historic Preservation Act of 1966, as amended (16 U.S.C. 470 et seq.), the NPS is the federal agency assigned the principal responsibility for administering the National Historic Landmarks (NHL) Program, which provides for the identification, documentation, preservation, and interpretation of the Nation's nationally significant historic properties. NHLs are nationally significant historic places designated by the Secretary of the Interior because they possess exceptional value or quality in illustrating or interpreting the heritage of the United States. Many of the most renowned historic properties in the Nation are NHLs: Mount Vernon, Pearl Harbor, the Apollo Mission Control Center, Alcatraz, and the Martin Luther King Birthplace. The NPS Heritage Partnerships Program, Intermountain Region, administers the NHL Program within the 8-state Intermountain area, including Colorado. This project will result in a NHL nomination of the Trujillo Homesteads in Alamosa County, Colorado. The resource consists of two homestead properties: the Teofilo Trujillo Homestead (archeological site) and the Pedro Trujillo Homestead (building cluster). Teofilo Trujillo was one of the first Hispanic ranchers to settle in the San Luis valley (c. 1866) was one of the area's largest sheep raisers. He also became a target of intimidation by Anglo-American cattle operators, and his house was burned to the ground. In 1897, following the destruction and sale of his father's property, Pedro Trujillo established his homestead. Pedro grew up surrounded by tension created by the cultural clash between the movement of Anglo-Americans into the area and the traditional Hispanic lifestyles and agricultural practices already established here. Rather than building an adobe dwelling, typical of the first era of construction in the area by Hispanic Americans, Pedro Trujillo built a log dwelling similar to Anglo-American dwellings. Also in Anglo fashion, he raised cattle rather than sheep. Both homesteads are associated with the pattern of violence and intimidation experienced by early Hispanic ranchers in the San Luis Valley. They also represent cultural change and adaptation by early Hispanic settlers in the American Southwest. The nomination of the Trujillo Homesteads as a NHL will recognize the national significance of this site, and provide an opportunity for the American people to understand and learn more about this significant period of American history. On June 20, 2011, WASO requested the IMR Heritage Partnerships Program to complete this project. At the direction of Secretary Salazar and Director Jarvis, the NPS is undertaking a major, focused effort to increase the number of NHLs associated with Hispanic/Latino heritage. As part of this effort, the Secretary and the Director established a goal to designate five new Hispanic/Latino sites as NHLs before the end of 2012. The Teofilo and Pedro Trujillo Homesteads were identified as one of those potential NHLs. The Trujillo Homesteads NHL nomination must be completed by August 8, 2011, which is the deadline date for nominations that are going to be reviewed by the NHL Committee of the NPS Advisory Board at its Fall 2011 meeting. After the nomination is approved by the NHL Committee, it will then be sent to the NPS Advisory Board for its approval, and eventually to the Secretary of the Interior for his approval, a process that generally takes about 9 months. 2. Sole Source Justification rationale (Check one and explain below): _____ Only one responsible source:_____ Urgent and Compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met._X___ Other: See below____________________________________________________________ Front Range Research Associates, Inc., (and its subcontractor RMC Consultants) is the only firm that can satisfy the NPS requirement to complete a successful nomination of the Trujillo Homesteads in Alamosa County, Colorado, for the following reasons: 1) Contracting with any other firm would require a substantial duplication of cost that would not be recovered through competition. Front Range Research is the recognized expert on the Trujillo Homesteads and has unique knowledge and expertise regarding the site. The firm has conducted surveys of the site, completed the successful National Register nomination of the Pedro Trujillo Homestead and, over the course of several years, accumulated a wealth of information regarding the site. Any other contractor would have to either start "from scratch" and/or consult with Front Range Research to obtain this information, resulting in substantial additional cost to the NPS. Following is a list of some of the firm's work regarding the Trujillo Homesteads: "Front Range Research and its subcontractor RMC Consultants completed the intensive-level cultural resource inventory form for the Pedro Trujillo Homestead, which has been approved and accepted by the Colorado State Historic Preservation Office. These firms conducted all of the existing cultural resource documentation projects that have been completed at the Pedro Trujillo Homestead site (5AL.706) and the Teofilo Trujillo Homestead site (5AL.791, including all of the existing archaeological work at the Teofilo Trujillo site."Front Range Research and RMC prepared the National Register of Historic Places District nomination for the Pedro Trujillo Homestead, upon which much of the proposed NHL nomination will be based.. "As recognized experts on the Trujillo homesteads, Marilyn Martorano of RMC Consultants and R. Laurie Simmons of Front Range Research have co-authored a published article about the Trujillo homesteads and conflict with Anglo ranchers: "Guns, Fire, and Sheep: History and Archaeology of the Trujillo Homesteads in the San Luis Valley, Colorado," Southwestern Lore, 73 (Fall 2007):1-20."The contributions of Front Range Research and RMC consultants regarding the Trujillo Homesteads are included in a NPS publication on Hispanic/Latino associated sites within the National Park System. "Ms. Martorano of RMC is the principal author of the prehistoric context for the San Luis Valley, Rio Grande Basin, Colorado Prehistory, A Context for the Rio Grande Basin. "Ms. Martorano of RMC is the author of several professional paper presentations on the Teofilo and Pedro Trujillo sites including the following: -"Archaeology of the Teofilo and Pedro Trujillo Homestead Sites in the San Luis Valley -New Information on the Archaeology of the San Luis Valley." Paper presented at the annual meeting of the Colorado Council of Professional Archaeologists, Alamosa, Colorado, April 4, 2009. -"Preservation Partnerships and Archaeology at the Teofilo and Pedro Trujillo Early Hispanic Homestead Sites in the San Luis Valley, Colorado." Paper presented at the annual meeting of Colorado Preservation, Inc., Denver, Colorado, February 6, 2009. -"The Teofilo and Pedro Trujillo Homesteads - Archaeology, History and Architecture of Two Early Hispanic Homesteads in the San Luis Valley." Paper presented at the Great Sand Dunes Research Symposium and Colorado Archaeological Society Annual Meeting: From Subsistence to Supermarket: Human and Their Habitat in the San Luis Valley, Adams State College, Alamosa, Colorado, October 7, 2005. 2) Using any other contractor would result in an unacceptable delay in fulfilling the agency's requirements to complete this NHL nomination. The NPS has contracted with Front Range Research Associates before and the firm has consistently demonstrated the ability to complete a successful NHL nomination that needs little or no revision. NHL nominations typically take 2-5 years to prepare, from the time of the draft submittal to the final product. Front Range Research - which has produced 6 successful NHL nominations, and is the subject matter expert of the Trujillo Homesteads - will be able to produce this nomination within a matter of weeks. This is possible only because of Front Range Research's combination of subject matter expertise regarding the Trujillo Homesteads, and its expertise in preparing NHL nominations. 3) Using any other contractor would require an unacceptable delay in terms of gaining additional approvals from the owner of the site. Front Range Research has an established relationship with The Nature Conservancy, which owns and administers the Trujillo Homesteads, and whose permission is needed to complete additional survey work on the property. The Nature Conservancy also has to approve the final nomination. The Nature Conservancy has a high regard for Front Range Research, which prepared the National Register nomination for the Pedro Trujillo Homestead, and has invited them to participate in presentations on the history of the site. 3. Market Survey. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: A market survey was not performed. The IMR Heritage Partnerships Program is very involved in numerous National Heritage Area, NHL, and cultural resource documentation efforts within the San Luis Valley of Colorado, and is very familiar with cultural resource professionals in Colorado and the Intermountain West. Front Range Research Associates, Inc., is the subject matter expert of the Trujillo Homesteads and, for the reasons stated above, is the only firm that is capable of cost-effectively completing this work without an unacceptable delay in fulfilling the agency's responsibilities regarding the administration of the National Historic Landmark program.
