Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to modify the existing cost-plus-fixed-fee contract with Raytheon Company for 8 additional months of service. The contract was awarded to Raytheon using other than full and open competition procedures. The proposed contract action is for technical/engineering services in support of the AN/SPS-73 Radar System to be performed from 26 August 2011 to 25 April 2012. This interim measure is needed to bridge the gap in services that will occur on 26 August 2011 and continue until the planned follow-on contract is awarded. To provide these technical and engineering support services, the Government intends to solicit and negotiate with only one source, Raytheon Company under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Raytheon Company. The services being provided are for AN/SPS-73 requiring the use of proprietary Raytheon interface software code that they will not license. Interested parties may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The POC is Ms. D. A.
